<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Keis and Members of the City Council <br /> <br />FROM: Bryce Shearen, CPRP, Parks & Recreation/Community Services Manager <br /> <br />DATE: July 9, 2020 <br /> <br />RE: Pioneer Park Master Plan – Resilient Communities Project <br /> <br />ACTION REQUESTED <br />Staff would like the Commission to provide their comments to the below questions to the RCP <br />Fellows at the meeting. <br />BACKGROUND <br />The partnership with the University of Minnesota Resilient Communities Project (RCP) program <br />students is underway and five graduates have anxiously signed up to be a part of the park <br />planning process. The graduate students will participate in community engagement efforts for the <br />Pioneer Park planning process this summer. <br /> <br />Staff is looking forward to working with the students from the University and implementing the <br />following schedule between June and September, items include: <br /> • Kickoff Meeting <br /> • Site Visits <br /> • Community Engagement <br /> • Research <br /> • Regular check-ins <br /> • Mid-Project Reviews <br /> • Final Presentation <br /> <br />SOURCE OF FUNDS <br />The University of Minnesota has each community that participates as an RCP recipient is asked <br />to provide a fee of $5,000. This item is covered under the Parks & Recreation Consult budget <br />item in Fund 400. <br />STUDENT PROFILES <br />Each student participating in the RCP project has provided their background and interest in <br />serving Little Canada: <br /> <br />Vipasha Bansal <br />I'll be starting the second year of my Linguistics MA this Fall. I also have BAs in both German <br />and Film Production from UT Austin. My research right now revolves around Hmong, which I <br />was drawn to as although it is widely spoken in the Twin Cities, there is only a little bit of
