<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br /> <br />TO: Parks & Recreation Commission <br /> <br />FROM: Bryce Shearen, CPRP, Parks & Recreation/Community Services Manager <br /> <br />DATE: September 3, 2020 <br /> <br />RE: Additional Spooner Park Parking Lot <br /> <br />ACTION REQUESTED <br />Motion to approve and recommend to the City Council the addition of an additional parking lot <br />at Spooner Park near the upper shelter parking lot. <br /> <br />BACKGROUND: <br />When Spooner Park was built it initially had a small shelter off of Eli Road. A small parking lot <br />was built to serve it along with the rest of the park. When the current shelter was built additional <br />parking was needed so the original lot was doubled in size. There are two driveways and no <br />ability to drive around the lot if all of the spots are being used. There are 30 parking stalls in the <br />existing lot. It has become clear that there is no longer enough parking to serve large shelter <br />rentals along with other activities in the park, including the new playground area. <br /> <br />The Canadian Days Association has also expressed interest in adding additional parking to help <br />during Canadian Days. They have donated money to the City each of the last two years for the <br />construction of a parking lot. There are a few options to consider for the type and location of <br />additional parking. Staff enlisted Bolton & Menk to provide some rough drawings and estimates <br />for four potential parking lot additions. <br /> <br />Option 1: Construct a new parking lot approximately 40 feet west of the existing lot. <br />This option would add nineteen stalls and would include surmountable curb and gutter to help <br />with stormwater runoff and to protect the edge of the lot. There is an option to include a rain <br />garden to provide some infiltration but may not be required. Stormwater could also be directed <br />to a catch basin and piped to the Eli Road system so that a rain garden does not take up valuable <br />green space in that area of the park. The cost of this option is estimated at $186,000 with the rain <br />garden and $157,000 without one. <br /> <br />Option 1B: Add on to the existing parking lot. <br />This option would add another section to the existing lot much like what was done when the new <br />shelter was built. There would be a third driveway and an additional nineteen stalls. There <br />would not be any curb and gutter just as there is none on the existing lot. If curb and gutter were <br />to be added it would require the full reconstruction of the existing lot to make the drainage work <br />properly. Without curb and gutter, a large rain garden would be necessary on the west end of the <br />lot for stormwater management. A catch basin would not be possible without curb and gutter so
