<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br /> <br />TO: Parks & Recreation Commission <br /> <br />FROM: Bryce Shearen, CPRP, Parks & Recreation/Community Services Manager <br /> <br />DATE: September 3, 2020 <br /> <br />RE: Adopt-a-Park <br /> <br />ACTION REQUESTED <br />Motion to direct staff to work on the implementation of a GIS platform Adopt-A-Park program. <br /> <br />BACKGROUND: <br />An Adopt-a-Park program is a great way to promote civic responsibility, generate community <br />pride, and build partnerships with residents and local businesses. <br /> <br />Each year, staff gets a handful of requests from residents and businesses to volunteer time to <br />clean up a park. The City provides vests, trash bags, and pickers. Once the clean-up effort has <br />been completed staff will pick up the trash bags and dispose of them properly. Tracking these <br />events has been done by keeping paper records, which can be time and space consuming. <br /> <br />The City now has a basic Geographic Information System (GIS) platform that we are continuing <br />to grow with data. With the current platform, we could utilize it to create an on-line GIS <br />platform for adopting a park. This also falls in line with the city’s strategic directions of <br />Enhancing Identity and Empowering Community and Creating Operation Efficiency. <br /> <br />Users would be able to find a park online and request to adopt the park. Staff will be able to <br />track and keep a record of those events online and prevent volunteer groups from adopting the <br />same park. Staff intends to create other programs such as Adopt-a-Drain and Adopt-a-Fire <br />Hydrant as well. This system will have a system dashboard, a manager platform, and a public- <br />facing interface. <br /> <br />This model of an Adopt-a-Park program has been very successful in other cities and has been a <br />great asset because more people are invested in preserving natural resources. <br /> <br />BUDGETARY IMPACT <br />$3,500 setup and $500 annual cost. If directed to move forward staff will work with budget <br />savings in 2020 for the setup costs and program the $500 in the General Fund moving forward. <br /> <br />STAFF RECOMMENDATION: <br />Staff recommends the commission discuss and provide feedback on the GIS platform for an <br />Adopt-a-Park program.
