<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Parks & Recreation Commission <br /> <br />FROM: Bryce Shearen, Parks & Recreation/Community Services Manager <br /> <br />DATE: May 6, 2021 <br /> <br />RE: Pioneer Park Master Plan Update <br /> <br /> <br />ACTION TO BE CONSIDERED: <br />None. <br /> <br />BACKGROUND: <br />On April 14, 2021, the City Council authorized staff to publish a Request for Proposals (RFP) for <br />professional services for Phase I of the Pioneer Park Master Plan. The deadline for the Pioneer <br />Park Master Plan Proposals was Friday, April 23. <br /> <br />Four proposals were received for professional services. The consulting firms that submitted <br />were Bolton & Menk, ISG, MSA, and WSB. <br /> <br />At its April 28, 2021, City Council Meeting, the Council approved the professional services with <br />Bolton & Menk for the Pioneer Park Master Plan – Phase I Master Plan. Staff is excited to work <br />with Bolton & Menk on this project and they are ready to “hit the ground running” and provide a <br />quality master plan for the city. Attached is the proposal from Bolton & Menk. <br /> <br />Highlights from the Bolton & Menk proposal included: <br />• A consultant with deep-rooted local knowledge and project understanding <br />• Commitment to the schedule and budget <br />• Implementable solutions <br />• Provide deliverables as outlined in the RFP <br />• A project team with many years of experience and additional support staff as needed <br /> <br />SOURCE OF FUNDS <br />The 2021 budget includes funds in the General Capital Improvement Fund (Fund 400) for <br />consulting services. The cost of the master plan will a lump sum of $14,000. <br /> <br />TIMELINE <br />• April 15, 2021 - Advertise and Distribute Requests for Proposals <br />• April 23, 2021 - Deadline for Proposal Submission (no later than 4:30 p.m.) <br />• April 26-27, 2021 - Administrative Review of Proposals <br />• April 28, 2021 - Selection of Consultant by City Council
