2035 County Road D East
Maplewood, MN 55109-5314
Ph: (651) 704-9970
Fax: (651) 704-9971
Bolton-Menk.com
Bolton & Menk is an equal opportunity employer.
April 23, 2021
Bryce Shearen
Parks & Recreation/Community Services Manager
City of Little Canada
515 Little Canada Road E
Little Canada, MN 55117
RE: Proposal for Pioneer Park Master Plan Phase I
Dear Mr. Shearen:
As an existing partner to Little Canada through city engineering services and assistance in prior conversations to
explore potential park improvements, Bolton & Menk, Inc. is proud to submit the following proposal to assist the city
in bolstering its recreational offerings. The City of Little Canada has undertaken considerable planning of its parks,
trails, and natural areas. These efforts identified the need to strengthen Pioneer Park as a recreational community park
to better serve residents’ passive and active recreational needs. The city gathered public input to understand the types
of amenities community members wanted to see and are seeking professional assistance to guide development of
Phase I of the Pioneer Park Master Plan.
A Consultant with Deep-Rooted Local Knowledge – Bolton & Menk has a vested interest in the community
and has built relationships with city staff through previous work in Little Canada. We understand the criteria for the
Pioneer Park Master Plan that will allow us to hit the ground running and yield a successful product. Our project
manager, Josh Shields, has facilitated discussions with the city council, Parks and Recreation Commission, and
members of city staff to understand your desires for a Phase I deliverable. We will build on previous efforts to help the
community achieve its vision for Pioneer Park.
Commitment to Schedule and Budget – We understand the city wants to start seeing the results of recent
planning efforts, starting with construction of Pioneer Park Phase I in 2022. We are committed to supporting this
vision and are ready to complete the master planning process on time and within budget to ensure you have the
necessary data to plan for a successful Phase I project. Our existing understanding of planned improvements will
provide schedule and cost efficiencies.
Implementable Solutions – Little Canada will receive a final master plan report with tangible improvements that
are well positioned for implementation. Josh and the Bolton & Menk funding team will identify funding opportunities
to maximize the city's resources and make the vision for Pioneer Park a reality.
In continued service to the City of Little Canada, we are excited at the opportunity to complete the Pioneer Park
Master Plan Phase I. Josh Shields will serve as your lead client contact and project manager. Please contact him at
515-460-1399 or Joshua.Shields@bolton-menk.com if you have any questions regarding our proposal.
Respectfully submitted,
Bolton & Menk, Inc.
Mark D. Kasma, P.E.
Senior Principal Engineer
