STAFF REPORT <br />TO:Parks & Recreation Commission <br />FROM:Bryce Shearen, CPRP, Parks & Recreation/Community Services Manager <br />DATE:August 5, 2021 <br />RE:Gervais Mill Entrance Grant <br />ACTION REQUESTED: <br />None. <br />BACKGROUND <br />The Gervais Mill Entrance Enhancement off Noel Drive has been identified in the City’s Capital <br />Improvement Fund (CIP) and has been a top priority by the Parks & Recreation Commission. <br />The goal of the enhancement is to create an accessible entrance area and connect the two trails to <br />keep pedestrians from having to use Noel Drive to access the trails. At the March 11, 2020, City <br />Council meeting, the City Council approved the design of the entrance area and trail connection. <br />After receiving bids for the project, the amount budgeted in 2020 was not enough to complete <br />the work and the budgeted amount was increased for 2021. <br />Staff worked with Bolton & Menk to identify alternative funding sources and Bolton & Menk <br />found two potential grant opportunities to help fund a portion of the project. Both grants are <br />through the Minnesota Department of Natural Resources. At its March 21, 2021, the City <br />Council approved a Resolution of Support for these grant funds, and applications were submitted <br />for the grants. <br />The City was recently notified that we were successful in obtaining a MnDNR Local Trail <br />Connections Grant in the amount of $97,000 for the Gervais Mill Park Trail Improvement <br />Project. A total of $110,000 was budgeted for this project in 2021, which leaves approximately <br />$35,000 in remaining project cost if quotes come in as anticipated. Staff will be working on the <br />required documentation to receive the grant funds and work with the Engineer to get the project <br />ready for updated quotes and construction. <br />STAFF RECOMMENDATION: <br />None.
