<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Parks & Recreation Commission <br /> <br />FROM: Bryce Shearen, CPRP, Parks & Recreation/Community Services Manager <br /> <br />DATE: October 7, 2021 <br /> RE: Little Free Library Request <br /> <br />ACTION REQUESTED <br />Motion to concur with staff recommendation for a Little Free Library to be installed at the <br />Thunder Bay Park. <br /> <br />BACKGROUND <br />A Little Canada resident Charolette Letourneau has requested that she construct, maintain, and <br />sponsor a Little Free Library near her home at Thunder Bay Park. <br />Little Free Libraries is a volunteer-led global book-sharing network. The purpose of a Little Free <br />Library is to expand and create equitable book access by utilizing an accessible-to-all box that <br />helps inspire readers, championing diverse books, and help build stronger communities. It is <br />recommended that Little Free Libraries are placed in areas with high foot traffic that is easily <br />accessible and has the available space. <br />The City does have an Ordinance on placing a Little Free Library in Little Canada. <br /> <br />City Ordinance - 903.020-9 <br />Little Free Library. A “Little Free Library” may be allowed as an accessory use where identified <br />in a specific zoning district, provided that: <br />a. The Little Free Library shall be designed, constructed, and installed by a sponsoring group <br />approved by the City Administrator. <br />b. The sponsor’s representative must submit plans for the Library container/structure to the City <br />Administrator for approval prior to installation. <br />c. The sponsor must arrange for installation on city property, coordinating such installation with <br />the City’s Public Works/Parks & Recreation Department and any utility companies that may be <br />affected, and shall be solely responsible for obtaining any necessary permits or other <br />authorization. <br />d. The sponsor must agree in writing to monitor the use and maintenance of the Little Free <br />Library container/structure, no less than once per week. <br />e. The City reserves the right to require removal or relocation of the Library when such removal <br />or relocation is determined to be in the best interest of the City. The City may direct the removal <br />by the sponsor, or remove the Library on its own. <br />Ms. Letourneau has provided all required documentation and will work with staff on the exact <br />location of the Little Free Library.
