Parks Master Plan are added to the CIP, a plan for financing these projects will need to be <br />developed. <br />Highlights of the 2022 projects are as follows: <br />Gervais Mill Entrance - Upgrade and enhance the Gervais Mill Park Entrance (Noel <br />Street side). The Commission recommended a preliminary design in 2019, and it was bid <br />in 2020. Due to the high cost of the bid, the project was moved to 2021. The project has <br />increased from $51,750 to $110,000. <br />Rondeau Park Improvements – Replacement of playground equipment and addition of <br />poured-in-place rubber surfacing for the playground area. New sidewalk and trails <br />throughout the park and addition of an open-air shelter and bike racks. Total project costs <br />of approximately $520,000. <br />Interpretive Signage – Add interpretive signage and wayfinding signage at each park <br />throughout the park system. The signs will highlight the area that park users are in and <br />give an overall view of the park system. This will give exposure to underutilized parks. It <br />will also allow people new to the area to be made aware of other park offerings within the <br />City. The anticipated price for design, materials, and installation is $20,000. This project <br />was moved from 2021 to 2022. <br />Entrance signs at all parks – New minimum maintenance park entrance signs to replace <br />the existing deteriorating signs for $33,250. <br />Pioneer Park – Add solar-powered trail lighting and utilities for the water feature. <br />Bike racks throughout the park system. <br />General park maintenance projects scheduled for 2022 include: <br />Field maintenance at Pioneer Park. <br />Continued work on buckthorn removal and general tree trimming primarily at Spooner <br />Park but other parks as needed. <br />Emerald Ash Borer (EAB) tree removals and replacements. <br />Continued work on habitat restoration at Thunder Bay/Westwind Park following the Xcel <br />clear-cutting from 2018. <br />Trail repair and maintenance as needed throughout the park system. <br />Looking past 2022, some highlights of upcoming projects are: <br />Play Node at Pioneer Park – 2023 - $1.4 million <br />Spooner Park Parking Lot Expansion – 2023 - $165,000 <br />Upgrade Band Shell at Spooner Park – 2026 - $100,000 <br />STAFF RECOMMENDATION: <br />Staff recommends the Commission discuss and provide feedback on the 2022-2031 Capital <br />Improvement Plan (CIP).
