STAFF REPORT <br />TO:Parks & Recreation Commission <br />FROM:Bryce Shearen, CPRP, Parks & Recreation/Community Services Manager <br />DATE:November 4, 2021 <br />RE:Youth Commissioner <br />ACTION REQUESTED <br />A motion to recommend approval and adoption of the Ordinance Amendment to Chapter 2501 – <br />Parks and Recreation Commission to the City Council. <br />BACKGROUND <br />Enhancing Identity and Empowering Community was one of the four strategic directions <br />included in the City’s 2019 Strategic Plan. One of the strategic initiatives related to this direction <br />was to increase community engagement by adding a youth member to the City Commissions. <br />To add a youth commissioner to the Parks and Recreation Commission, Ordinance 2501 – Parks <br />and Recreation Commission needs to be amended with language that allows for a youth <br />commissioner. After reviewing other surrounding cities that have a youth commissioner, staff <br />has outlined criteria for a Youth Commissioner on the Parks and Recreation Commission: <br />Little Canada resident <br />Eighteen or under <br />Enrolled in high school <br />One-year term expiring July 31 of each year <br />Voting member of the Commission <br />Attached are the proposed changes to Ordinance 2501 – Parks and Recreation Commission. <br />STAFF RECOMMENDATION <br />Staff recommends the Parks and Recreation Commission recommend approval of the Ordinance <br />Amendment to Chapter 2501 – Parks and Recreation Commission to the City Council. <br />ATTACHMENTS: <br />Proposed ordinance amendments for 2501 – Parks and Recreation Commission.
