11 <br />Population and Demographic Forecast <br />The table below shows both the most recent U.S.Census and American Community Survey Data as well as the <br />Metropolitan Council’s own forecasts for the city between now and 2040.What is immediately apparent is <br />that based upon the estimates from the American Community Survey,Little Canada is anticipated to see very <br />little actual population growth between now and 2040.However,what the Metropolitan Council does forecast <br />to change is the overall size of households,and therefore the number of households.Despite only being <br />projected to add around 100 people overall,the Council is projecting over 400 new units.This would represent <br />a major change in household demographics. <br />These forecasts can be useful for planning purposes,but it should be noted that they need to be consistently <br />reevaluated over time.The city will need to reevaluate growth forecasts in at least 5 year intervals in order to <br />adjust rates of development and in the types of housing and employment they pursue. <br />Table 2: Little Canada’s Population, Households, and Household Size <br />Estimates <br />U.S. Census <br />American Community <br />Survey 2012-2016 <br />Estimate <br />Metropolitan Council <br />Forecasts <br />2000 2010 2016 2020 2030 2040 <br />Population 9,771 9,773 10,202 9,900 10,300 10,300 <br />Households 4,375 4,393 4,484 4,600 4,870 4,900 <br />Household Size 2.23 2.22 2.27 2.15 2.11 2.1 <br />Source: U.S. Census Bureau, Metropolitan Council, Minnesota Demographer <br />Planning Districts <br />The following paragraphs provide some specific comments related to development issues in Planning Districts <br />which are identified in the map on the following page.The purpose of this section is to add some detail to <br />plans and policies that apply to areas on a neighborhood level, rather than on a City- wide scale. <br />District 1 <br />This planning district consists of a residential neighborhood north of I-694 around Twin Lake,served primarily <br />by Vadnais Boulevard.Access from the west has recently been reconstructed to improve the intersection near <br />the Rice Street/694 interchange,as well as to accommodate the rebuilding of that interchange in the next few <br />years.This area is subject to joint powers agreements between Little Canada and Vadnais Heights for utilities <br />in some areas,and services have not yet been extended to all property.Utility extensions would be required <br />for any additional subdivision and/or development.
