19 <br />Future Land Use <br />The City’s Future Land Use is designed to organize the community so that housing, jobs and community <br />services can be provided in a balanced and sustainable manner. The Plan allows for private property owners to make reasonable use of their property, within <br />the context of changing markets and existing public infrastructure including streets, sewer and water and <br />stormwater control. As new development proposals come forward and public investment needs and <br />opportunities arise, long term planning goals must be considered together with current conditions in order to <br />determine the most efficient and effective provision of City services. <br />Goals and policies for the City’s Land Use Plan,shown in the following subsections,are generally to <br />maintain and enhance existing uses and allow for sensible redevelopment of underutilized and <br />deteriorating sites.
