21 <br />Figure 2: Aerial of Proposed Plan for Rice St and Demont Terrace <br />Heights Mobile Home Park <br />Focus Area: Rice Street and Demont - Terrace <br />Heights Mobile Home Park <br />The City’s objective for Terrace Heights is to retain the <br />current land use, consisting of approximately <br />130 dwelling units.Redevelopment for multiple <br />family housing would not be favored. <br />If redevelopment were to be considered by the <br />property owners,the City would expect to <br />accommodate office park uses,in an effort to facilitate a <br />portion of the forecast employment growth in the <br />community.However,it is not the City’s objective to seek <br />redevelopment of the property,given its long-term <br />provision of affordable housing. <br />For the corner of Rice Street and Demont, a similar <br />land use consideration is shown, with the expectation <br />that if redevelopment is to occur, the ultimate re-use <br />would be office, with some retail or hospitality uses. <br />The current land use (including those uses on both the <br />north and south sides of Demont, is a mix of bar, <br />restaurant, and retail/ commercial services. <br />The sketch provided in support of this Focus Area <br />illustrates office uses totaling up to 160,000 square feet <br />of commercial office space on the mobile home park 11 <br />acres, with an additional 40,000 square feet of <br />office/retail at each of the corners of <br />Demont and Rice. Total employment, if developed at these densities, would be expected to reach 1,000 <br />employees. <br />Because of the frontage on Rice Street,a minor arterial,and the area’s proximity to MN Trunk Highway 36,the <br />area is viewed as a commercial land use,rather than residential,and a candidate to hold some of the significant <br />employment forecast by the Metropolitan Council for Little Canada over the 2040 planning horizon. <br />As suggested,however,the City is not seeking redevelopment of these properties,and is likely to consider <br />redevelopment proposals only when such proposals are consistent with the illustrated land uses,and <br />represent a considerable high-end office project,comparable in impact and quality to the Abbott (formerly St. <br />Jude Medical) facilities just east and south of the subject property.
