68 <br />Gateway or Corridor Aesthetics <br />Some discussion noted an opportunity to create gateway information at Little Canada Road and I-35E,as well as <br />Rice Street generally,especially from the south.It was also noted that some coordination with Roseville and <br />Shoreview could lead to interesting opportunities. Reconsider architectural guidelines <br />– perhaps make them ordinance status? Think about a larger geographic area as a “downtown” – LC Road from <br />Rice to City Center. <br />Public Facilities Issues/Opportunities <br />•Work on determining a threshold for when pathways should be located off-street; <br />•Identify options for including sidewalk development, where appropriate; <br />•Continue City policy of City maintenance and clearing of all pathways; <br />•Consider additional efforts to increase pedestrian-friendliness of street corridors as a part of street <br />reconstruction projects; <br />•Consider options for pedestrian crossings over major freeways – where connections are most <br />important, design elements, issues, etc; <br />•Support transit at existing levels, to address Metro transit cuts in some areas; <br />•Pursue options for green space preservation on both public and private property; <br />•Understand options for alternative energy development and create clearer City policy in this area; <br />•Examine impacts of trail development, and multi-modal use of trails; <br />•Consider pervious improvements – both private and public – impervious maximums? <br />2030 Goals and Policies <br />The following goals and policies were adopted as a part of the 2030 Comprehensive Plan.They continue to be <br />valid for 2040 and are repeated here as guides to land use decision-making,and as a supplement to annual <br />goal-setting. <br />The Future Land Use Plan is designed to accomplish the established goals and policies for land use planning <br />through 2040.The Plan allows for private property owners to make reasonable use of their property,within <br />the context of changing markets and existing public infrastructure including streets,sewer and water and <br />stormwater control.As new development proposals come forward and public investment needs and <br />opportunities arise,long term planning goals must be considered together with current conditions in order to <br />determine the most efficient and effective provision of City services. <br />Goals and policies for the City’s Land Use Plan,shown in the following subsections,are generally to maintain <br />and enhance existing uses and allow for sensible redevelopment of underutilized and deteriorating sites. <br />The following are general goals and policies for all land uses: Goals: <br />1.Maintain a cohesive land use pattern which ensures compatibility and functional relationships among land <br />uses.
