<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Planning Commission Members <br /> <br />FROM: Heidi Heller, City Clerk <br /> <br />DATE: November 14, 2019 <br /> <br />RE: 53 Woodlynn Avenue – Conditional Use Permit for Major Auto Repair <br /> <br /> <br />Mr. Walter Paugel, owner of Vehitech Fleet Service, is seeking a Conditional Use Permit (CUP) to <br />allow major automobile repair at 53 Woodlynn Avenue. Vehitech Fleet Service currently leases <br />space in Roseville, but they need to move since the property is being redeveloped. He is proposing to <br />lease approximately the west half of the building (11,900 square feet) located at 53 Woodlynn <br />Avenue, which is zoned I-1, Light Industrial. <br /> <br />Woodlynn Avenue is a short non-thru street off Rice Street with five parcels containing only <br />industrial businesses. Surrounding the 53 Woodlynn parcel is OnSite Companies on the west, St. <br />Paul Waterworks property on the east, R&S Automotive is across the street on the south, and a <br />railroad runs along the north side. <br /> <br />Vehitech Fleet Service maintains and services fleet vehicles by doing work such as tire replacement, <br />oil changes, engine overhauls, radiator service, and safety inspections. They send most body repairs <br />out to body shops and do not do any painting. Mr. Paugel has indicated that they would use outdoor <br />storage for two tire cages (approximately 8’ x 20’) and up to 20 customer vehicles. At times their <br />customers will leave spare vehicles at their site. Vehitech has 10 employees, and at this time would <br />be leasing half of the building and half of the exterior space. The building is 27,000 square feet, and <br />there is space available on the west and north sides behind the front line of the building for outdoor <br />storage. There is a 21-foot drive aisle on the east side of the building, but it is not wide enough to <br />allow for any parking or storage. <br /> <br />53 Woodlynn Avenue currently has a valid CUP for outdoor storage. The CUP for outdoor storage <br />was approved in July 2008 to allow four storage containers. In September 2010, the outdoor storage <br />CUP was amended to allow outdoor storage up to the maximum allowed by Code. Up to 60% of the <br />gross square footage of the parcel (78,582 sq. feet) could be used for outdoor storage, which would be <br />47,149 square feet. There is only approximately 27,800 square feet on this property that could be <br />used for outdoor storage. <br /> <br />Analysis <br />In the I-1, Light Industrial District, Major Automobile Repair is allowed as a Conditional Use. The <br />City’s 2030 Comprehensive Plan Existing Land Use map shows this property as industrial, and the <br />Future Land Use map shows that designation does not change. City staff has provided below the <br />applicable major auto repair section and insert comments in italics as it pertains to each regulation: <br />
