City of Little Canada 2-3 Land Use Plan <br /> <br /> Fra-dor recycling along Country Drive <br /> Industrial / self-storage, etc. (Edgerton and County D) <br /> City property et al (Country Drive / Nadeau Rd) <br /> Gopher Electric (Little Canada Road /I-35E) <br />Manufactured Housing Parks <br /> Maintain their current status as a private development matter <br /> Remember their important contribution to the local supply of affordable housing, <br />especially for households earning less than 30 percent of the Area Median Income <br /> Balance residents’ rights with owners’ rights in any City action <br /> Consider providing incentives, or stronger, for compliance with contemporary zoning <br />requirements, or enhancements to the residential environments; or as an option, consider <br />rezoning the property to R-4, Manufactured Housing Park, just to reinforce current use <br /> Consider facilitating redevelopment to other multiple family housing options – presumably <br />including at least a commensurate supply of affordable housing as a part of the <br />redevelopment project <br /> Distinguish between the three mobile home parks, because of unique locations, conditions, <br />etc., especially noting that North Star Estates is near an industrial area, whereas the others <br />are along Rice Street <br /> Note that Rice Street is a largely commercial frontage, and consider land use compatibility <br />with any redevelopment concepts <br /> Keep in the mind the need for access and proximity to transit options f or mobile home park <br />residents (or replacement affordable housing options) <br /> Should the City re-examine its long-standing approach to “affordable” and other multi- <br />family housing, which has been to resist additional housing stock in these categories – <br />reflecting the large current supply – with the exception of senior housing options? <br />Continue City’s policy of facilitating improvements and livability to existing affordable <br />housing properties. Is this issue separate from higher density upscale development? Also, <br />how does this split between redevelopment and greenfield development? <br />Housing Stock Conditions and Preservation <br />There was an acknowledgement of the need for attention to property maintenance in certain <br />areas as the housing stock ages. Discussion focused on preventing deterioration to avoid the <br />need to consider areas as redevelopment targets. A property maintenance ordinance was one <br />consideration in this regard. Also note, the City’s rehabilitation program on the multi-family <br />projects. Perhaps a partnership to facilitate maintenance, rather than ticketing enforcement. <br />Use the rental housing tool, if that is the primary offender. <br />Gateway or Corridor Aesthetics <br />Some discussion noted an opportunity to create gateway information at Little Canada Road and <br />I-35E, as well as Rice Street generally, especially from the south. It was also noted that some <br />coordination with Roseville and Shoreview could lead to opportunities. Reconsider <br />architectural guidelines – perhaps make them ordinance status? Think about a larger <br />geographic area as a “downtown” such as along Little Canada Road from Rice Street to east of <br />the freeway.
