Purpose of the Parks and Trails System Plan <br />This chapter summarizes the 2018 Little Canada Parks System Master Plan and also addresses the <br />role of regional parks and trails in the city. Specifically: <br />1. Provides a long‐term plan and but specific recommendations on current needs; <br />2. Provides the legal basis for controls and guides the City in budgeting for parks, open space and <br />trails; <br />3. Guides City staff, the Parks and Recreation Commission, the Planning Commission, the City <br />Council, landowners and private developers in decisions relating to parks, open space, and trails. <br />Major Features <br /> Strengthen Pioneer Park as the city’s community recreation park <br /> Strengthen Spooner Park as the city’s community gathering park <br /> Strengthen Gervais Mill Park as the city’s primary natural area park <br /> Search for opportunities to add an open play field in the northwest and southeast quadrants of the city <br /> Petition the Minnesota Department of Transportation to build a bridge for bicyclists and pedestrians <br />over I‐694 and another over I‐35E in order to extend and link the Water Works trail <br /> Propose to Ramsey County that the Trout Brook regional trail should cross Highway 36 not at Rice <br />Street but to the east at either the Canadian‐Pacific Railroad bridge or new McMenemy Street ; link <br />that trail to the Water Works corridor <br /> Collaborate with the school district to provide outdoor and indoor recreation <br /> Find locations across the park system where some land can be managed for natural conditions <br /> Continue to upgrade and renew facilities and grounds across the park system <br /> Strive to provide facilities the serve all people <br /> Work to improve walking and bicycling all across the city , especially to schools and parks <br /> Continue to program recreation opportunities for a variety of people. <br />The full Master Plan includes additional background analysis plus recommendations for individual parks. <br />Regional Parks and Trails <br />Note that there are no regional parks existing or planned in Little Canada. However, there are two <br />regional trail search corridors: <br /> The St. Anthony Railroad Spur search corridor, which angles across the northwestern corner of the city <br /> The Trout Brook Extension search corridor, which generally runs along Rice Street, County Road 49. <br />Note that two alternative alignments are suggested in this plan for the Trout Brook Extension. <br /> <br />A “search corridor” means that a specific alignment and facility design have not been selected. Rather, <br />there is a desire by Ramsey County and the Metropolitan Council to design and build a regional trail in this <br />general area. Consequently, the City of Little Canada has proposed two alignments that are not along <br />Rice Street and which the City believes are more attractive and feasible than a path along Rice Street. <br /> <br />Bicycling and walking are addressed in this chapter as well as in the Transportation Plan chapter. <br />City of Little Canada 6‐1 Parks and Trails Plan
