Resolution declared adopted. <br />Fischer introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2022-1-13 — APPROVE THE PRELIMINARY & FINAL PLAT FOR <br />GER DAIS WOODS 2ND ADDITIONAT 3000 LABORS ROAD, PID 04-29-22-24-0015, <br />AS PRESENTED IN THE JANUARY 26, 2022 STAFF REPORT, CONTINGENT <br />UPONAPPROVAL OF THE DEVELOPMENT AGREEMENT WITH LANDMARK OF <br />LITTLE CANADA, LLC <br />The foregoing resolution was duly seconded by Miller. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />ECONOMIC DEVELOPMENT AUTHORITY MEETING <br />At this point in the meeting, the City Council temporarily adjourned and convened as the Economic <br />Development Authority. <br />Fischer introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2022-1-14 — RECESSING THE CITY CO UNCIL MEETING AND <br />CONVENING AS THE ECONOMIC DEVELOPMENT A UTHORITY <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (5). Nays (0). Resolution adopted. <br />EDA — AMEND 2022 BUDGET <br />The City Administrator reported that at the January 12 City Council meeting, the Little Canada <br />Economic Development Authority (EDA) approved a zero budget for Fiscal Year 2022. He explained <br />that while this follows previous practices for the EDA, staff had proposed several potential <br />expenditures be included in the EDA operating budget for 2022. <br />The Finance Director stated that in December the Council approved the 2022 Operating Budget <br />which included an EDA Budget with $65,000 in expenditures. She explained that the expenditures <br />include up to $20,000 for a proposed housing study, up to $10,000 for Retail Trade Analysis or other <br />market study, and up to $5,000 for matching funds for participation in the University of Minnesota <br />Resilient Communities Program (RCP).
