Chapter 915: General Development Requirements <br /> <br />Page 915-6 <br />(D) Public Road Access Required to Each Parcel <br />All lots or parcels shall have direct adequate physical access for emergency vehicles along the <br />frontage of the lot or parcel from either an existing dedicated public roadway, or a private <br />roadway or access drive approved by the City Council. <br />(E) Number of Housing Units Allowed on a Private Internal Access Road <br />The maximum number of dwelling units, not including apartments (see the definition), allowed <br />to be accessed by a single private internal circulation road or driveway is 16. <br />(F) Minimum Length of Driveways <br />Any driveway terminating at a garage shall provide at least 20 feet of parking space between <br />the garage door and a property boundary line, a sidewalk or a private access road. <br />915.070 Dwelling Unit Restrictions <br />(A) No cellar, basement, garage, tent, accessory buildings, trailers, or recreational vehicle <br />shall at any time be used as an independent resident or dwelling unit, temporarily or <br />permanently. <br />(B) Detached accessory dwellings may be approved under General Development <br />Requirements, Accessory Dwelling Units, Detached. <br />(C) Basements may be used as living quarters or rooms as a portion of residential dwellings, <br />provided such rooms meet all applicable building and fire codes. <br />(D) Tents, play houses or similar structures may only be used for play or recreational <br />purposes <br />(E) Opt-Out of Minnesota Statutes, Section 462.3593: Pursuant to authority granted by <br />Minnesota Statutes, Section 462.3593, subdivision 9, the City of Little Canada opts-out <br />of the requirements of Minn. Stat. §462.3593, which defines and regulates Temporary <br />Family Health Care Dwellings. <br />915.080 Emissions and Pollution <br />(A) Dust and other Particulate Matter. <br />The emission of dust, fly ash or other particulate matter by any use shall be in <br />compliance with Section 601 of the City Code. <br />(B) Electricity <br />All activities which create electrical emissions shall comply with the minimum <br />requirements of the Federal Communications Commission <br />(C) Glare <br />Exterior lighting is regulated under Section 915.180 of this chapter. . <br />(D) Noise. <br />The emission of noise by any use shall be in compliance with and regulated by Section <br />2801 of the City Code. <br />(E) Odors <br />The emission of odor by any use shall be in compliance with and regulated by Section <br />601 of the City Code. <br />(F) Radiation
