Chapter 915: General Development Requirements <br /> <br /> Page 915-9 <br />(D) Explosive or Blasting Agents <br />The manufacture, storage, or use of any explosive or blasting agent, as defined by the <br />Minnesota Fire Code, shall be prohibited in any non-industrial zoning district. <br />(E) Flammable Liquids and Gases <br />The storage of any flammable liquid or gas shall be subject to the requirements <br />established under the Minnesota Fire Code and review by the State Fire Marshal. <br />(1) Distance from Residential Zoning Districts <br />Storage of flammable liquids or gases in excess of 120 gallons but not more than <br />500 gallons shall be located no closer than 50 feet from the nearest residential <br />zoning district boundary, and if outside and above-ground, shall be located no <br />closer than 100 feet from the nearest residential zoning district boundary. Storage <br />of flammable liquids or gases in excess of five hundred 500 gallons but not more <br />than 2,750 gallons shall be located no closer than 150 feet from the nearest <br />residential zoning district boundary, and if outside and above-ground shall be <br />located no closer than 300 feet from the nearest residential zoning district <br />boundary. Storage of flammable liquids or gases in excess of 2,750 gallons shall be <br />located no closer than 300 feet from the nearest residential zoning district <br />boundary. <br />(2) Decreasing Minimum Distance <br />A decrease in the minimum setback, established above, shall only be allowed <br />through approval of a Conditional Use Permit. <br />(F) Hazardous Materials <br />(1) No use or structure involving hazardous materials shall be operated or occupied as <br />to constitute a hazardous condition, or as to unreasonably interfere with the use and <br />enjoyment of property by any person of normal sensitivities, or otherwise as to <br />create a public nuisance. <br />(2) All uses shall comply with the standards governing hazardous materials as <br />regulated by the Minnesota Pollution Control Agency. <br />915.110 Exterior Storage – Commercial or Industrial <br />(A) Outdoor Display of Retail Merchandise. <br />(1) Retail merchandise may be displayed on a private sidewalk adjacent to a retail <br />store. This does not apply to vehicle sales or to other businesses whose <br />merchandise is customarily displayed outdoors because of its size or nature. <br />(2) The area of such display shall be limited to 100 square feet. <br />(3) Pedestrian traffic on the sidewalk shall not be unduly impeded by the merchandise. <br />(4) The display area shall be kept neat and orderly. <br />(B) Industrial Sites <br /> Outdoor storage of goods or materials shall be screened from view from public roads, <br />including highways, or residentially-used property by a combination of fencing, <br />plantings and/or earthen berms.
