Chapter 915: General Development Requirements <br /> <br /> Page 915-31 <br />(4) Parking for Handicapped Persons <br /> The size and location of stalls reserved for parking for Handicapped persons shall be as <br />required by applicable State regulations and as summarized in sub-section (E), above. These <br />spaces are included in the computation for the minimum parking space requirement. <br />(5) Turn-arounds <br />(a) All parking areas except those serving one- and two-unit residential buildings, <br />townhouses and four-unit residential buildings on local streets shall be designed <br />so that vehicles do not have to back into the public street. <br />(b) Parking areas for one- and two-unit residential buildings, townhouses and four- <br />unit residential buildings with driveway access onto County roads shall be <br />designed so that vehicles do not have to back into the street. <br />(c) Turn-around stubs. Maximum width: 10 feet. Side-yard setback minimum: 3. <br />May not be used for parking. <br />(6) Surfacing <br /> Off-street parking, loading and circulation areas, except for industrial uses in the I-2 zone, <br />shall be paved with concrete, plant-mixed asphalt or paving blocks having the same or greater <br />durability as concrete or plant-mixed asphalt. <br />(7) Walkways <br /> Parking areas for 100 or more vehicles shall have designated walkways from the public <br />sidewalk, if any, to the main building entrance(s). <br />(8) Drainage <br /> All parking or paved areas shall be drained according to the requirements of Chapter 915, <br />General Development Requirements. <br />(9) Lighting <br /> Required parking areas for six or more vehicles shall provide an average horizontal <br />illumination between 0.4 and 1.0 foot-candle. The average horizontal illumination in all <br />parking ramps shall be 1.0 foot-candle. Any illumination, whether affixed to a building or <br />otherwise, within a lot in any residential district, shall be designed to not beam beyond the <br />site on which it is located. Curb is not required for one- and two-family dwellings. <br />(10) Curb and Gutter <br /> A 6-inch-tall, poured-in-place concrete curb and gutter shall be provided around the periphery <br />of all parking lots and internal access or circulation drives except where the City Engineer <br />determines that a curb would impede the drainage plan. <br />(J) Surface Water Control and Curbing <br /> For any development except one- and two-unit residential buildings, townhouses and four-unit <br />residential buildings, the entire perimeter of any parking or loading area shall have concrete <br />curbing, as required above in sub-section (J)(10). Islands and peninsulas in such parking areas or <br />loading areas shall also have concrete curb. Flexibility in island and peninsula design may be <br />permitted as part of an overall drainage plan as approved by the City Engineer.
