<br />Personal Services: Establishments that primarily engage in providing services generally
<br />involving the care of the person or person’s possessions. Personal services may include but are
<br />not limited to: laundry and dry-cleaning services, barber shops, beauty salons, health and fitness
<br />studios, music schools, informational and instructional services, tanning salons, and portrait
<br />studios.
<br />Place of Public Worship: A building, together with its accessory buildings and uses, where
<br />people regularly assemble for religious worship and which building, together with its accessory
<br />buildings and uses, is maintained and controlled by a religious body organized to sustain public
<br />worship.
<br />Public Waters: Any waters as defined in Minnesota Statutes, section 103G.005, Subd. 15, 15a.
<br />Reach: (in relation to flood plains): A hydraulic engineering term to describe a longitudinal
<br />segment of a stream or river influenced by a natural or man-made obstruction. In an urban area,
<br />the segment of a stream or river between two consecutive bridge crossings would most typically
<br />constitute a reach.
<br />Recycling and Salvage Center: A facility engaged solely in the storage, processing, resale, or
<br />reuse of recyclable and recovered materials.
<br />Recreational Camping Vehicle: As defined in Statute 327.14, Subd. 7, (a) any vehicular, portable
<br />structure built on a chassis, designed to be used as a temporary dwelling for travel, recreational, and
<br />vacation uses; (b) any structure designed to be mounted on a truck chassis for use as a temporary
<br />dwelling for travel, recreation, and vacation; (c) any portable, temporary dwelling to be used for travel,
<br />recreation, and vacation, constructed as an integral part of a self-propelled vehicle; and (d) any folding
<br />structure, mounted on wheels and designed for travel, recreation, and vacation use. See also Motor

<br />Registered Land Survey: A survey map of registered land designed to simplify a complicated
<br />metes and bounds description, designating the same into a tract or tracts by registered land survey
<br />number. (M.S. § 508.47)
<br />Regulatory Flood Protection Elevation: The regulatory flood protection elevation shall be an
<br />elevation no lower than one foot above the elevation of the regional flood plus any increases in
<br />flood elevation caused by encroachments on the flood plain that result from designation of a
<br />floodway.
<br />Residential Care Program or Facility: A program that provides 24-hours-per-day care, supervision,
<br />food, lodging, rehabilitation, training, education, habilitation, or treatment outside a person's own home,
<br />including a program in an intermediate care facility for four or more persons with developmental
<br />disabilities. Residential programs include home and community-based services for persons with
<br />developmental disabilities that are provided in or outside of a person's own home.
<br />This term does not include any type of residential facility for persons convicted of crimes, or for
<br />persons accused of crimes who are diverted to the facility before conviction; nor does it include a
<br />residential facility whose primary purpose is to treat juveniles who have violated criminal statutes
<br />relating to sex offenses or have been adjudicated delinquent on the basis of conduct in violation of
<br />criminal statutes relating to sex offenses.
<br />Residential Specialty Shops: Antiques and collectibles shops, including rare coin and rare book
<br />dealers; art, craft and hobby shops, including instruction; gifts, novelty and souvenir shops;
<br />interior decorating studios; jewelry shops; tailoring and custom clothing shops; tea rooms.
