Page 916-1 <br />CHAPTER 916 SIGNS <br /> <br />916.010 Purpose <br />This section is established to protect and promote health, safety, general welfare and order within <br />the City of Little Canada through the establishment of a comprehensive and impartial set of <br />standards, regulations and procedures governing the type, numbers, size, structure, location, height, <br />lighting, erection, use and/or display of devices, signs or symbols serving as a visual <br />communication media to persons situated within or upon public rights-of-way or properties. <br />The provisions of this subdivision are intended to encourage opportunity for effective, orderly <br />communication by reducing confusion and hazards resulting from unnecessary and/or <br />indiscriminate use of communication facilities, as well as to provide adequate opportunity for <br />travelers to find their way through the community, and to specific points within the community. <br />Such hazards result in unsafe traffic conditions, including threats to vehicular and pedestrian <br />travelers. The regulations herein have been narrowly tailored to meet these purposes. <br />916.020 Permitted and Prohibited Signs <br />For each type of commercial message permitted by the regulations in Chapter 916, a non- <br />commercial message may substitute which complies with all of the size, location, and other <br />applicable performance standards of the Chapter. <br />1. Permitted Signs. <br />The following signs are allowed without a permit, license, or fee, but shall comply with all <br />other applicable provisions of this Chapter: <br />a. Public Signs. <br />b. Identification Signs. There may be one per premise, not to exceed two (2) square feet in <br />area. If the sign is freestanding, the total height may not exceed five (5) feet. <br />c. Integral Signs. <br />d. Political Campaign Signs. Such signs shall not exceed eight (8) square feet in all <br />Residential Districts, or 16 square feet in all other zoning districts. During the period 46 <br />days before the state primary in a state general election year to 10 days following such <br />general election, non-commercial signs of any size may be posted in any number, in <br />accordance with Minn. Statute. <br />e. Temporary Displays, including Holiday displays. A noncommercial display as defined by <br />this Chapter may exceed the sign area maximums specified by this Chapter for the district <br />within which the display is located. Such displays shall not be considered signs for the <br />purposes of this Chapter. Said displays shall not, however, exceed size limitations for <br />window signs as allowed by this Chapter. Displays shall be displayed no longer than 45 <br />days. Displays shall not contain any advertising or business identification. Unless <br />approved by the City Council, displays shall be located on private property and shall be <br />setback no less than 5 feet from any property line <br />f. Construction Signs. Such signs shall be confined to the site of the construction, alteration, <br />or repair, and shall be removed within 2 years of the date of issuance of the first building <br />permit or when the particular project is completed, whichever is sooner, as determined by <br />the City Building Official or his agent. One sign shall be permitted for each major street <br />the project abuts. No sign may exceed 64 square feet. <br />g. Real Estate Sale or Rental Signs. The City finds that the sale or rental of real estate <br />requires additional signage allowance due to the unique and specific geographic location
