<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Keis and Members of the City Council <br /> <br />FROM: Eric Seaburg, P.E., City Engineer <br /> <br />DATE: February 23, 2022 <br /> <br />RE: Authorize Rider with SPRWS For Woodlynn Avenue Trail Extension <br /> <br />ACTION TO BE CONSIDERED: <br />Motion to authorize Rider #35 with Saint Paul Regional Water Services (SPRWS) to allow for <br />City trail construction on SPRWS-owned property east of Woodlynn Avenue. <br /> <br />BACKGROUND: <br />Woodlynn Avenue is scheduled for reconstruction in 2022 from the Canadian Pacific Railroad to <br />the east termini. The properties served by the roadway are limited to a singular access point at <br />the railroad crossing. In years past, this has led to restricted access during times of railroad <br />maintenance. <br /> <br />In coordination with impacted property owners along the roadway, staff is incorporating an <br />emergency access trail into the project. The trail will extend from the dead-end and will connect <br />to the existing Waterworks trail. In the event that a secondary or emergency access is needed, <br />this trail extension can serve that purpose. The trail has been included in the feasibility report and <br />previous council updates and is now following the process to be formally approved by SPRWS. <br /> <br />The City has a long-standing agreement with SPRWS to accommodate and allow for City-led <br />improvements with SRPWS-owned property. Rider #35 has been drafted by SPRWS staff for <br />this work. <br /> <br />STAFF RECOMMENDATIONS: <br />Staff recommends that the City Council pass the Resolution Authorizing the Thirty-Fifth Rider <br />to Agreement. <br /> <br /> <br /> <br /> <br />
