STAFF REPORT TO:Parks & Recreation Commission FROM:Bryce Shearen, CPRP, Parks & Recreation/Community Services Director DATE:March 3, 2022 RE:Pioneer Park Update ACTION REQUESTED A motion to recommend that the City Council adopt an Applicants Resolution to be submitted with the application for the MnDNR Outdoor Recreation Grant Application for Pioneer Park Improvements. BACKGROUND The City is pursuing a grant through the Minnesota DNR’s Outdoor Recreation Grant program. The Outdoor Recreation Grant Program provides matching grants to local units of government for up to 50% of the cost of acquisition, development, and/or redevelopment of local parks and recreation areas. The grant has a maximum award of $300,000 with the purpose of enhancing outdoor recreation facilities in local and community parks throughout the state. As part of this grant application, an “Applicants Resolution” must be submitted stating the eligibility of the City to apply for the grant, ability to meet the matching funds required, and that the proposed project will be constructed in accordance with the grant requirements. The grant deadline is March 31, 2022, and staff will be requesting the City Council adopt an Applicants Resolution at the March 9, 2022, City Council meeting that can be submitted with the grant application. Additionally, Staff is still working on refined cost estimates for the project through the final design which will allow the City to have the opportunity to update 2023 budget numbers in the summer with the finalization of the Capital Improvement Plan in fall 2022. NEXT STEPS March 9 – Request City Council adopt Applicants Resolution March 10 – DNR Outdoor Recreation Grant early submittal date (submit for feedback) March 31 – 85% plan set completion and updated cost estimate; DNR Outdoor Recreation Grant final submittal Summer 2022 – Grant award notifications Fall 2022 – 100% plan set completion and project bidding 2023 – Anticipated construction
