STAFF REPORT <br />TO:Parks & Recreation Commission <br />FROM:Bryce Shearen, CPRP, Parks & Recreation/Community Services Director <br />DATE:March 3, 2022 <br />RE:Pioneer Park Update <br />ACTION REQUESTED <br />A motion to recommend that the City Council adopt an Applicants Resolution to be submitted <br />with the application for the MnDNR Outdoor Recreation Grant Application for Pioneer Park <br />Improvements. <br />BACKGROUND <br />The City is pursuing a grant through the Minnesota DNR’s Outdoor Recreation Grant program. <br />The Outdoor Recreation Grant Program provides matching grants to local units of government <br />for up to 50% of the cost of acquisition, development, and/or redevelopment of local parks and <br />recreation areas. The grant has a maximum award of $300,000 with the purpose of enhancing <br />outdoor recreation facilities in local and community parks throughout the state. As part of this <br />grant application, an “Applicants Resolution” must be submitted stating the eligibility of the City <br />to apply for the grant, ability to meet the matching funds required, and that the proposed project <br />will be constructed in accordance with the grant requirements. <br />The grant deadline is March 31, 2022, and staff will be requesting the City Council adopt an <br />Applicants Resolution at the March 9, 2022, City Council meeting that can be submitted with the <br />grant application. <br />Additionally, Staff is still working on refined cost estimates for the project through the final <br />design which will allow the City to have the opportunity to update 2023 budget numbers in the <br />summer with the finalization of the Capital Improvement Plan in fall 2022. <br />NEXT STEPS <br />March 9 – Request City Council adopt Applicants Resolution <br />March 10 – DNR Outdoor Recreation Grant early submittal date (submit for feedback) <br />March 31 – 85% plan set completion and updated cost estimate; DNR Outdoor <br />Recreation Grant final submittal <br />Summer 2022 – Grant award notifications <br />Fall 2022 – 100% plan set completion and project bidding <br />2023 – Anticipated construction
