<br /> <br />Height, Size, Scale of Structure: <br />The proposal requests an attached garage structure that will be placed on the corner side of the <br />property. In terms of scale and appearance, the height of the garage will be similar to the height <br />of the principal structure as well as the appearance of the main home. The length of the garage <br />(50’-0”) will extend along Yorkton Ridge and may have a larger massing appearance at the street <br />as well as facing the two vacant lots across the street that may be homes in the future. In order to <br />minimize the massing of the structure, it is recommended that the property owner find a way to <br />break up the scale of the long blank garage wall along Yorkton Ridge with either a change in <br />material, windows, or architectural features, or similar. The property owner intends on having a <br />4 foot fence along the north side of the property, but additional landscaping may also help <br />minimize the scale. <br /> <br />Building Official Comments: The City’s Building Official has reviewed this proposal. <br /> <br />Planning Commission: <br />The Planning Commission, at their March 10th, 2022 meeting, reviewed the application and <br />recommended unanimous approval to the City Council. <br /> <br />Public Hearing: <br />A CUP requires a Public Hearing and the City Council will need to open the hearing at their March <br />23, 2022 meeting to take comment from the public. At that time, they will consider the comments <br />from the public and the CUP application after the hearing has been closed. A public notice has <br />been published in the newspaper and the property owners within 350 feet of the site have been <br />notified of the proceedings. <br /> <br />Garage and Accessory Structure Discussion: <br />With the current zoning code, attached and detached garage structures that exceed 1,000 sq ft have <br />been allowed by CUP for many applicants in Little Canada. With continuing to want to offer this <br />opportunity to other applicants, it is noted that the language within the code could be improved to <br />be clearer for interpretation purposes. At the Planning Commission meeting, Commissioners <br />discussed ways in which this could be brought to the City Council at the April meeting to make <br />text amendment changes that reflect clear, concise, straightforward language. <br /> <br />RECOMMENDED ACTION <br /> <br />To consider approval of a Conditional Use Permit (CUP) application to allow an attached garage <br />that exceeds 1,000 square feet located at 2921 Condit Street, PID 062922130060, with the <br />following conditions: <br />1. No business activities shall occur within the garage structure. <br />2. The parcel shall no longer be eligible for an accessory shed. <br />3. Add windows to the garage door facing Condit Street. <br />4. Break up the scale of the garage wall that faces Yorkton Ridge with the additional <br />modifications: <br />a. Addition of two new windows; <br />b. Decrease the pitch of the roof and add a dormer or similar;
