<br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />Memo <br /> <br />TO: Mayor Keis & Members of the City Council <br />FROM: Lee Elfering, City Engineer <br />DATE: December 9, 2015 <br /> <br />RE: Centerville Rd, Country Dr, & South Owasso Blvd Improvements <br />Approval of Plans & Authorization for Advertising <br /> <br /> <br />As directed by the City Council we have prepared plans and specifications for the <br />improvement of Centerville Road, Country Drive from the RR tracks to 250 feet short of <br />Rice Street, and South Owasso Boulevard from Country Drive to Rice Street. This <br />project was approved earlier this year, but was delayed to provide time for private utility <br />relocation along Centerville Road. The following improvements are included in the <br />project: <br /> <br />• Mill and overlay of Centerville Road from Little Canada Road to Gervais Creek, <br />reconstruction of Centerville Road from Gervais Creek to around the curve north <br />of Allen Avenue, Cold In-place Recycling from the curve to the curbed section <br />west of Edgerton Street. <br />• Cold In-place Recycling of Country Drive from the railroad tracks to <br />approximately the Caribou driveway along with necessary curb and gutter <br />replacement and minor storm sewer improvements. The section of Country <br />Drive west of the Caribou driveway was removed from the original project <br />because that section is anticipated to be reconstructed as part of the Rice Street <br />Bridge project. While an exact date on that project is unknown we anticipate it to <br />be completed within the next 5 years. <br />• Cold In-place Recycling of South Owasso Boulevard from Country Drive to Rice <br />Street along with necessary curb and gutter replacement and minor storm sewer <br />modifications. The project will also extend a water and sanitary service beyond <br />the pavement for possible use when 53 and 167 South Owasso Boulevard are <br />developed. <br /> <br />At this time we are requesting plan approval and authorization for advertisement for bids <br />from the City Council contingent on final State Aid and County approval of the plans and <br />specifications. Pursuant to Minnesota Statutes, Chapter 429, we need to award a <br />contract within one year of ordering the improvements. Two of the three projects were <br />ordered on February 3rd (the other was February 11th). Given publication requirements, <br />we will likely act on the bids at the Council Meeting of January 27th.
