Memo TO: Mayor Keis & Members of the City Council FROM: Lee Elfering, City Engineer DATE: December 9, 2015 RE: Centerville Rd, Country Dr, & South Owasso Blvd Improvements Approval of Plans & Authorization for Advertising As directed by the City Council we have prepared plans and specifications for the improvement of Centerville Road, Country Drive from the RR tracks to 250 feet short of Rice Street, and South Owasso Boulevard from Country Drive to Rice Street. This project was approved earlier this year, but was delayed to provide time for private utility relocation along Centerville Road. The following improvements are included in the project: • Mill and overlay of Centerville Road from Little Canada Road to Gervais Creek, reconstruction of Centerville Road from Gervais Creek to around the curve north of Allen Avenue, Cold In-place Recycling from the curve to the curbed section west of Edgerton Street. • Cold In-place Recycling of Country Drive from the railroad tracks to approximately the Caribou driveway along with necessary curb and gutter replacement and minor storm sewer improvements. The section of Country Drive west of the Caribou driveway was removed from the original project because that section is anticipated to be reconstructed as part of the Rice Street Bridge project. While an exact date on that project is unknown we anticipate it to be completed within the next 5 years. • Cold In-place Recycling of South Owasso Boulevard from Country Drive to Rice Street along with necessary curb and gutter replacement and minor storm sewer modifications. The project will also extend a water and sanitary service beyond the pavement for possible use when 53 and 167 South Owasso Boulevard are developed. At this time we are requesting plan approval and authorization for advertisement for bids from the City Council contingent on final State Aid and County approval of the plans and specifications. Pursuant to Minnesota Statutes, Chapter 429, we need to award a contract within one year of ordering the improvements. Two of the three projects were ordered on February 3rd (the other was February 11th). Given publication requirements, we will likely act on the bids at the Council Meeting of January 27th.
