City of Little Canada, Minnesota <br />Ordinance No. 657 (Summary) <br />AN ORDINANCE TO BE CODIFIED AS A NEW CHAPTER 927 OF THE LITTLE <br />CANADA CITY CODE, KNOWN AS THE ZONING ORDINANCE, PROVIDING FOR <br />REGULATION OF SOIL EROSION AND SEDIMENTATION AND RELATED <br />DEFINITIONS. <br />The City Council of the City of Little Canada hereby ordains: <br />927. EROSION CONTROL ORDINANCE <br />927.010. PURPOSE, SCOPE, AND DEFINITIONS <br />The purpose of the ordinance is to control or eliminate storm water pollution and soil erosion and <br />sedimentation within the City. Unless a variance is granted, any person or entity proposing a <br />land disturbance activity within the City must apply and get approved a Stormwater Pollution <br />Prevention Plan (SWPPP) before land will be disturbed. This section also provides definitions of <br />specific terms used in the Ordinance. <br />927.020. GENERAL REQUIREMENTS. <br />All land disturbance projects, regardless of size, which will result in drainage impacts must act to <br />prevent erosion, by: Installing a silt fence around all construction sites; Cleaning and sweeping <br />streets each day and before sites are left idle for weekends and holidays; and protecting <br />stockpiles from erosion through the use of a silt fence, temporary seeding and mulching, biorolls, <br />covering with a tarp or geotextile, or other method approved by the City Engineer. <br />927.030. SWPPP. <br />A. Permit required. A permit (called a SWPPP) is required for any project disturbing 20,000 <br />square feet or more and must meet certain criteria set forth in the ordinance which require <br />minimization of disturbance to soils and the prevention of erosion. <br />B. SWPPP Requirements. The SWPPP must include the following on all relevant plans and <br />drawings: <br />A Site Plan drawn to scale and including a project map, depiction of all existing <br />water features, projected drainage, proposed infiltration, grades, impervious <br />surface, steep slopes, undisturbed areas, soil removal, and temporary soil <br />stabilization and sediment containment measures. <br />The S WPPP must have a section that identifies the nature of the construction <br />activity and potential for discharge, identifies the individual responsible for <br />implementing the plan, and describes in detail the measures proposed to achieve <br />
