<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Keis and Members of City Council <br /> <br />FROM: Brenda Malinowski, Finance Director <br /> Chris Heineman, City Administrator <br /> <br />DATE: April 13, 2022 <br /> <br />RE: TIF Management Plan update <br /> <br /> <br />BACKGROUND: <br /> <br />Since 2008, Ehlers has been updating the TIF Plan Management Plan periodically for the City’s <br />TIF districts. Periodic updates on the Plan are important to identify opportunities throughout the <br />City. With discussion on future development activities, it will be helpful to determine the <br />opportunities for the possible use of existing TIF in these development activities. The Plan will <br />also identify future tax capacity increases as districts are decertified. <br />City Council authorized Ehlers to update the Plan in March 2021 since this last update was in in <br />2016. Since the last Plan update in 2016, two TIF Districts have been decertified, and three TIF <br />Districts have been certified. TIF Districts included in the update are as follows: <br />District Type Status <br />TIF 2-1 Pre-1990’s District Decertified <br />TIF 3-2 Redevelopment District Decertified <br />TIF 3-3 Housing District Certified <br />TIF 5-1 Renewal & Renovation Certified <br />TIF 6-1 Redevelopment District Certified <br />TIF 7-1 Redevelopment District Certified <br />TIF 7-2 Economic Development Certified <br />TIF 7-3 Economic Development Certified <br /> <br />ATTACHMENTS: <br />The Executive Summary of the TIF Management Plan is included as an attachment in the packet. <br />Jeanne Vogt and Todd Hagen from Ehlers will go through a PowerPoint presentation and <br />provide a high-level review of the TIF Management Plan during workshop. <br /> <br /> <br /> <br />
