MINUTES <br />CITY COUNCIL <br />OCTOBER 20, 2008 <br />West Savage before the weir was installed. The property owner replied <br />that when the lake level was lowered, the lily pads got worse. The <br />property owner felt the weir structure was a good design, but indicated <br />that it is too low. Aichinger disagreed and indicated that the lake level is <br />low because of the dry weather. He noted that last spring the lake was <br />over the weir. Blesener agreed that the lake level was high early in the <br />spring, and noted that if the weir had been higher, some backyards would <br />have flooded. Blesener pointed out that this spring the water level was <br />about 6 inches below the top of the Smith's wall. If the lake level had <br />been 1 to 1 '/z feet higher, the Smith and Freeman backyards would have <br />flooded. Virginia Smith noted that when the lake level was raised 1 foot, <br />it only caused a 5 to 6 inch increase in water level at their wall. <br />Don Smith reported that the water level on East Savage only went over <br />their wall one time, and that was during the time Ray Hanson was Mayor. <br />At that time the gate was opened, and the water went down. <br />Blesener again stated that if the weir is raised 1 %z feet, the Smiths would <br />have water in their backyard. Currently, the water level is about 1 Yz feet <br />below the weir. A property owner indicated that the water is lower than <br />that, and presented pictures of the outlet structure taken this afternoon. He <br />noted the use of wood timbers to raise the outlet that are sealed with <br />silicone, and suggested seepage is occurring between these boards. The <br />property owner felt this was a fairly crude method of raising the inlet to <br />the weir. Vanderbosch stated that a stop log system such as this was <br />commonly used. <br />Aichinger indicated that there is the potential for a modification to the <br />outlet structure that would slow the rate of discharge during lower water <br />levels. He noted, however, that in a dry summer such as this one, such a <br />modification would have made no difference. <br />A property owner indicated that his father and grandfather lived along <br />Savage Lake and have told him that often times water would lap at the <br />Freeman and Smith houses. Virginia Smith indicated that that never <br />happened. Smith reported that there was water in their backyards when <br />the freeway was put through. <br />Blesener noted that the basic fact is that the Watershed and the DNR will <br />not allow the lake level for Savage Lake to be raised.
