Zinner stated that it is their feeling that any improvements to <br />Condit Street have no value to the Quebec property. Zinner noted that he <br />cannot charge more rent because of the improvement to Condit Street. He <br />also pointed out that the property has no access to Condit Street. <br />Zinner refuted the basis for Nicollet Partners' position that the Condit <br />Street improvement was of benefit to the commercial properties with no <br />access to Condit. The first related to drainage. Zinner described the <br />drainage of the Quebec Apartment property noting that the Condit Street <br />drainage improvements provide no benefit. The second was that Condit <br />Street provided an alternate emergency access. Zinner noted that any 91 I <br />calls from Quebec Apartments will show the Country Drive address, and <br />emergency vehicles will respond via Country Drive. He also indicated <br />that access to the property from Condit Street would be very difficult in <br />the best of situations, and impossible during the winter given snow storage <br />locations. The third point is an alternate access to other surrounding <br />streets. Zinner reported that in discussing this with Steve Poindexter, The <br />House, Poindexter can never remember a time that South Owasso Blvd. <br />was closed. <br />Zinner indicated that based on the three issues raised by the appraiser, he <br />feels none have merit to substantiate the Quebec assessment for Condit <br />Street. Zinner stated that the improvement is of no benefit to his property <br />and therefore requests that the Council delete this property from the <br />assessment roll. <br />Steve Poindexter, The House, noted that they have two properties which <br />abut Condit Street. He agreed with the pointed raised by Mr. Zinner. <br />Poindexter noted that access for The House is via South Owasso Blvd. <br />The House has never had access onto Condit Street other than during <br />construction of the addition to their building for construction traffic. He <br />pointed out that the entire property drains toward South Owasso Blvd. <br />with the back parking lot draining into a holding tank. Poindexter felt that <br />the improvement of Condit Street added no value to The House property. <br />For these reasons, he requested that The House properties be removed <br />from the assessment roll. <br />There was no one else present from the general public wishing to <br />comment on this matter. <br />Upon motion by McGraw, seconded by Allan, the public hearing was <br />closed. <br />The City Administrator reviewed the Nicollet Partners report dated August <br />19, 2008 relative to commercial properties abutting Condit Street, some <br />
