MINUTES <br />CITY COUNCIL <br />OCTOBER 22, 2008 <br />CANDIDATES' Mayor Blesener announced that the League of Women Voters will be <br />FORUM moderating a Little Canada Candidates' Forum on Monday, October 27, <br />2008, 7:00 p.m., in the Council Chambers of the City Center. <br />NOVEMBER 4, Mayor Blesener reminded the general public that Tuesday, November 4, <br />2008 2008 is General Election Day. He noted that the City has made some <br />ELECTION minor precinct boundary changes. The City Clerk reported that the <br />precinct boundary between Precincts 1 and 3, on the west side of the <br />freeway has been changed from County Road C to Little Canada Road. <br />Therefore, residents north of Little Canada Road (on the west side of the <br />freeway) are located in Precinct 3 -precinct location is the Little Canada <br />City Center. Residents south of Little Canada Road (on the west side of <br />the freeway) are located in Precinct 1 -precinct location is the Roseville <br />Area Middle School. <br />The Clerk reported that Absentee Voting is available to residents who <br />cannot come to the polls on Election Day due to illness or disability or <br />absence from the precinct on November 4`". Absentee voting can be done <br />in person at the City Center during regular business hours. There are <br />extended hours on Saturday, November 151, from 10 a.m. until 3 p.m. as <br />well as Monday, November 3`d from 8 a.m. until 5 p.m. Absentee voting <br />is also available through the mail. The Clerk suggested that residents <br />contact the City Center at 651-766-4029 with any questions. <br />PUD PERMIT- Mayor Blesener opened the continuation of Public Hearing to consider <br />RICE STREET/ a Planned Unit Development Permit to develop a family, quick-service <br />MARKET restaurant (Culvers) consisting of approximately 100 seats as well as a <br />DRIVE - drive-through window at the southeast corner of Rice Street and Market <br />CULVERS Place Drive. Blesener noted that both the City Planner and the Planning <br /> Commission have recommended approval subject to conditions. <br />The City Planner reported that Sweet Cream Enterprises has made <br />application for a PUD Permit to develop a Culvers Restaurant at the <br />southeast corner of Rice Street and Market Place Drive. Some of the <br />major conditions recommended as part of the approval process include the <br />moving of the most western access drive from First Bank Drive further to <br />the east to provide a greater setback from Rice Street. The Planner noted <br />that the City Engineer also has some recommendations relative to the <br />drive-through circulation. The Planner indicated that a final site plan <br />would be submitted for Culvers which would reflect the recommendations. <br />A landscaping plan will also need to be developed for the site. These <br />documents will be presented to the Council for additional review. The <br />2 <br />
