MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />NOVEMBER 12, 2008 <br />Pursuant to due call and notice thereof a workshop meeting of the City <br />Council of Little Canada, Minnesota was convened on the 12th day of <br />November, 2008 in the Council Chambers of the City Center located at <br />515 Little Canada Road in said City. <br />Mayor Bill Blesener called the meeting to order at 6:00 p.m. and the <br />following members of the City Council were present at roll call: <br />CITY COUNCIL: <br />Mayor <br />Council Member <br />Council Member <br />Council Member <br />Council Member <br />Mr. Bill Blesener <br />Ms. Barbara Allan <br />Mr. John Keis <br />Mr. Mike McGraw <br />Mr. Rick Montour <br />ALSO PRESENT: <br />City Administrator <br />Finance Director <br />Cable TV <br />City Clerk <br />Mr. Joel R. Hanson <br />Ms. Shelly Rueckert <br />Mr. Kevin Helander <br />Ms. Kathy Glanzer <br />2009 The purpose of this evening's workshop meeting is to continue the <br />PRELIMINARY Council's review of the preliminary 2009 Budget. The Finance Director <br />BUDGET presented an updated preliminary 2009 Budget since last reviewed by the <br />Council in September. She reminded the Council that in September a <br />preliminary 2009 Budget was adopted, which is the basis for the for Truth <br />In Taxation Notices that will be mailed out by Ramsey County this week. <br />The City's Truth In Taxation Hearing will be held on Monday, December <br />I, 2008 at 7:00 p.m. at the City Center. <br />The Finance Director reviewed her report dated November 7, 2008 which <br />provided highlights of various budget components. She began with a <br />review of the General Capital Improvement Fund highlighting expected <br />revenues and expenditures over the next five years. Of significant note is <br />the potential purchase of a street sweeper in 2009 at an estimated cost of <br />$195,000. The City Administrator reported that he has been in discussions <br />with the City of Falcon Heights on the potential for sharing this piece of <br />equi~ment. It is estimated that Little Canada would utilize the sweeper <br />2/3` of the time to Falcon Heights' 1/3. However, the cost of the sweeper, <br />including maintenance, would be shared on actual hourly usage. The <br />Administrator noted that Little Canada's plan would be to hire a retired <br />public works person to operate the sweeper on a part-time basis.
