MINUTES <br />CITY COUNCIL <br />NOVEMBER 13, 2008 <br />The Council discussed the levy increase for 2009, noting that under either <br />a 5% or 4% gross levy increase, the City's share of tax burden on a <br />median valued home decreases. McGraw agreed with the use of LGA <br />dollars for capital expenditures at this point, noting that he did not want to <br />see big fluctuations in the tax rate. Keis stated that his preference was to <br />use some of the LGA dollars to provide tax relief given the current <br />economic conditions. Keis stated that he would prefer a 3% to 4% gross <br />levy increase. Montour stated that although he appreciated Keis' position, <br />he supported the 5% increase given there will be a decrease in the City <br />portion of the levy and to try to ensure stability and consistency in the levy <br />going forward. Allan agreed. The consensus of the Council was in <br />support of a 5% gross levy increase for 2009. <br />The Finance Director indicated that she would prepare the Truth In <br />Taxation presentation based on the 5% amount, noting that the final levy <br />will be adopted at the December 22"d Council meeting.
