<br />FINDINGS <br />Comprehensive Plan Requirements: <br />Minnesota state law requires that all communities within the seven-county Minneapolis-St. Paul <br />metropolitan area to update their Comprehensive Plans every 10 years. The purpose of the <br />Comprehensive Plan is to establish the policies that guide the future physical and community <br />development of Little Canada. All land use decisions, including zoning, subdivision review, and <br />development controls, must be consistent with the Comprehensive Plan. <br /> <br />The Comprehensive Plan is a reference document for the Planning Commission and City Council <br />when evaluating private development projects. The Comprehensive Plan and all its amendments <br />must reflect the adopted regional policies in the Metropolitan Council's system and policy plans. <br />Local planning efforts are linked to the larger regional infrastructure of parks and trails, road <br />networks, and wastewater infrastructure, and the City's plan must conform to the regional vision. <br />An amendment to the Comprehensive Plan requires a recommendation from the Planning <br />Commission following a public hearing, and adoption of a resolution by the City Council. Adjacent <br />communities and impacted governmental agencies must be given up to 60 days to review and <br />comment on the proposed amendment before it can be reviewed and approved by the Metropolitan <br />Council. <br /> <br />Impacted Agency Review Period: <br />Per Minnesota State Statute, municipalities proposing to amend their Comprehensive Plans must <br />allow impacted and adjacent governmental agencies 60 days to review and comment on the pro- <br />posed amendment before it can be reviewed and approved by the Metropolitan Council. On <br />January 26, 2022, City staff distributed the proposed amendment to neighboring communities and <br />governmental agencies for review and comment. The impacted agencies had 60 days or until <br />March 26, 2022, to submit written comments. City staff received “no conflicts comment” letters <br />from 3 entities (Vadnais Heights, Shoreview, and Ramsey County), 9 agencies didn't respond, and <br />1 agency, Minnesota Department of Transportation (MnDOT) submitted a comment letter (see <br />attachment). <br /> <br />Notification was sent to the following affected jurisdictions/agencies: <br />
