The Site Plan for the Twin Lake proposal has been reviewed and the site <br />plan requirements, design, and layout have been accepted by the city. <br /> <br />Public Comments: <br />At the time of writing this report, City staff has received comments from nine residents in the form <br />of e-mails or telephone calls from property owners or residents in regards to this planning case. <br />We also had residents attend the Neighborhood Meeting in December 2021 and attend the Planning <br />Commission meeting on April 14, 2022 (their comments are in the minutes attached). <br /> <br />A summary of comments from the public include concerns regarding: <br />• Traffic <br />• Increase of vehicles <br />• Pedestrian safety <br />• Preserving natural areas <br />• Play space for kids <br />• Road improvements <br />• Trail improvements <br />• Parking on the site and underground <br />• Lack of sidewalks <br />• Exterior building materials <br />• Stormwater <br />• Number of units <br /> <br />Questions have been addressed by either City Staff, Planning Commission, City Council, the <br />developer, and at the Neighborhood Meeting. <br /> <br />Planning Commission: <br />At their April 14th meeting, the Planning Commission reviewed and heard comments from the <br />public regarding this proposal. The Planning Commission recommend approval to the City Council <br />4-1. <br /> <br />Public Hearing: <br />A Comprehensive Plan Amendment requires a Public Hearing and the City Council will open the <br />hearing at their April 27, 2022 meeting to take comment from the public. At that time, they will <br />consider the comments from the public. Public hearing notice letters were sent to addresses within <br />700 feet of the parcel well as to the Pioneer Press for publication. <br /> <br />Next Steps: <br />Once the amendment goes through the approval process, the City will submit the amendment and <br />resolution and supporting documentation to the Metropolitan Council for administrative review <br />and approval. The City has worked closely with Metropolitan Council staff to ensure compliance <br />with their policies and forecasting. However, the Met Council has up to 60 days per State Statute <br />to review proposed amendments. <br /> <br /> <br />
