STAFF REPORT TO: Mayor Keis and Members of the City Council FROM: Bryce Shearen, CPRP, Parks & Recreation/Community Services Manager DATE: April 27, 2022 RE: Purchase of Toro Z Master Lawn Mower ACTION REQUESTED Motion to approve the purchase of a Toro Groundsmaster 4000 Large Area Mower from MTI for $78,074.88. BACKGROUND: The current Toro Groundsmaster was purchased in 2016. The large area mower is the primary mower for cutting grass along long sections of trail and large grass turf areas throughout the city. Staff worked with MTI Distributing Inc., which has the state contract (Contract # - 206789) for Toro mowers, and received a quote for $78,074.88. The price includes an addition of a road light kit for $1,814.26 and a 4-wheel drive upgrade kit for $453.18 which helps navigate areas of difficult terrain. MTI will also give the City $22,000.00 for the trade-in of the current Toro large area mower which would bring the price down to $58,342.34. Recently, the city has utilized an online auction site for local governments and has had success posting used equipment. Staff plans on posting the mower on the online auction site first and setting a reserve at the trade-in value. In 2016, the mower was purchased for $62,002.43 (net of $39,502.43 after trade-in) and is scheduled on a five-year replacement program due to its high use. SOURCE OF FUNDS: The replacement of the Toro Large Area Mower is included in the 2022 Capital Improvement Plan and the 2022 Budget. The funding source is the General Capital Improvements Fund (Fund 400). The total budgeted amount is $70,000. While the cost of the mower is above the budgeted amount, ultimately the sale of the current mower is anticipated to bring the cost below the budgeted amount. STAFF RECOMMENDATIONS: Staff recommends approving the purchase of a Toro Groundsmaster 4000 Large Area Mower from MTI for $78,074.88.
