<br /> <br />STAFF REPORT <br /> <br /> <br />TO: Mayor Keis and Members of the City Council <br /> <br />FROM: Eric Seaburg, P.E., City Engineer <br /> <br />DATE: April 22, 2022 <br /> <br />RE: Gervais Woods 2nd Addition - Temporary Lift Station & Forcemain <br /> <br />ACTION TO BE CONSIDERED: <br />This report is for informational purposes and no action is required. <br />BACKGROUND: <br />Due to the unique topography of the development, providing sanitary sewer service to the site <br />has been an ongoing challenge for the Gervais Woods 2nd Addition subdivision. The initial plan <br />routed sanitary sewer through a wetland and floodplain to an existing sanitary sewer structure. <br />Upon further review, this option was challenging and not preferred. <br /> <br />City staff worked with the adjacent property owner on a proposed public utility easement to <br />route gravity sewer from the development to the existing ROW. Unfortunately, attempts to <br />secure a permanent public utility easements were unsuccessful. <br /> <br />The Gervais Woods 2nd Addition now includes a temporary lift station and forcemain. This <br />system will pump the sewage along the original sanitary sewer alignment. This is an acceptable <br />method to provide service to the development. Provisions have been made within the site design <br />so that the lift station can be decommissioned if/when either of the adjacent parcels develop and <br />the sewer system can be connected to gravity piping from an adjacent development. <br /> <br />City staff initially requested an up-front payment from the developer to abandon the temporary <br />lift station and forcemain. For this development, the estimated costs to decommission the lift <br />station & forcemain, and connect gravity piping to an adjacent system is approximately $50,000. <br />Following discussion and negotiation with the developer, City staff is recommending to forego <br />this fee in the development agreement for the following reasons: <br /> <br />1. Topography and environmental factors make this site challenging to develop <br />2. Adjacent property owners have been unwilling to sell easement rights for gravity sewer <br />3. Developer is responsible for significant expenses to install the lift station & forcemain <br />4. Once completed, the 15-unit single family project will provide increased tax capacity <br />5. The proposed infill development is desirable and reasonable accommodations from the <br />City of Little Canada are required to facilitate the project. <br />
