<br />▪ 2021 - Approximately 85% of the address file scanning has been completed. <br />$20,604 has been spent ($40,000 budgeted). All address file documents are <br />currently saved electronically in Laserfische. <br />▪ Finance staff is still identifying solutions for electronically storing finance <br />records. Gradual improvements will continue as funds are available and all <br />permanent records are stored electronically. <br />▪ Public Works staff is working on deciding which records can/should be <br />stored electronically and will wait to see what budget funds are available. <br />▪ Parks & Recreation staff is working on converting paper copies of records <br />to electronic files. All new documents are stored electronically. <br /> <br />o Optimize Organizational Structure <br />▪ 2020 - Staffing increases in the 2020 Budget included the hiring of .50 FTE <br />in Community Development, 1 FTE in Public Works, and additional hours <br />for the Parks and Recreation Coordinator & Utility Billing Clerk. The <br />Public Works Apprentice position was also advertised and hired to provide <br />the Public Works Department with an additional employee year-round <br />which enables the department to operate more efficiently and complete <br />projects requiring a higher level of skill. <br />• 2021 – Due to after a Public Work Maintenance position became open, staff <br />analyzed the needs of the Parks and Public Works departments and <br />reorganized by adding a 3rd supervisor position rather than simply replacing <br />the maintenance position. This will allow all of the supervisors to each have <br />a specific area of focus and give the Public Works Director time to <br />concentrate more on administrative duties. The Parks Supervisor was <br />moved back under the Parks & Rec Department. <br /> <br />o Update and Revise Zoning Code <br />▪ The City of Little Canada’s zoning code was updated in 2020 and 2021 and <br />the City Council adopted a zoning code amendment in late 2021. <br />▪ A remaining step is an amendment to the official zoning map to match the <br />zoning code amendments. The zoning map is currently being reviewed by <br />the Planning Commission and will be forwarded to the City Council in May <br />2022 for City Council review and approval. <br /> <br />o Additional Operational Efficiencies – Listed below are several additional examples <br />of operational efficiencies that Little Canada has implemented since 2019. Staff <br />continues to look for environmentally sustainable initiatives on an ongoing basis. <br />▪ 2019 - The City of Little Canada utilized goats (Munch Bunch) for the first <br />time to address invasive species such as Buckthorn in several parks. The <br />Munch Bunch were utilized again in 2020, and Parks & Recreation staff is <br />planning to utilize them again in Spooner Park in 2022. <br />▪ 2020 - Staff initiated a multi-year slip-lining project for water and sewer <br />pipes in street and utility projects. <br />▪ 2020 - Partnered with the DNR and Xcel Energy to establish pollinator <br />friendly habitat in West Winds Park. <br />▪ 2020 - Staff incorporated ultraviolet-C (UV-C) lighting disinfection with <br />the A/C replacement project to provide indoor air treatment for City Hall. <br />▪ 2020 - Staff proposed establishing a stormwater utility to enable us to <br />manage stormwater runoff and mitigate its negative impacts on water
