<br />Private Infrastructure <br /> <br />As future traffic was the primary concern voiced at the May 11th public hearing, a request to include <br />additional internal private circulation was presented. In addition to a secondary access onto County Road <br />D, a private road connecting the northern and southern parts of the community was proposed by City <br />Council. This additional private road is unnecessary from a traffic perspective. As stated above the public <br />right of ways planned in the City are sufficient to accommodate this planned community. <br /> <br />It should be noted that the additional private road connection will have no homes fronting its spanse across <br />the powerline easement area and will only increase the HOA fees of the future residents. This proposed <br />connection will erode the planned open park space creating conflicts between pedestrian and vehicle traffic. <br /> <br />Ramsey County will allow a secondary connection onto County Road D within the existing DeSoto right <br />of way. The secondary access shown on the preliminary plat application will be shifted to the West in <br />response. Multiple trees shown below will be removed to allow for this additional access point. <br /> <br /> <br />
