STAFF REPORT <br />TO:Mayor Keis and Members of the City Council <br />FROM:Heidi Heller, City Clerk <br />DATE:June 8, 2022 <br />RE:New Tattoo/Body Art License for Permanent Makeup Clinic – Carolyn Peiffer <br />ACTION TO BE CONSIDERED: <br />Consider a new Tattoo/Body Art License for Carolyn Peiffer, owner of Permanent Reflections, <br />LLC, a permanent makeup clinic business for the license period June 9, 2022 to June 30, 2023. <br />BACKGROUND: <br />Carolyn Peiffer is proposing to add her permanent makeup business to The Choice Salon & Spa <br />business at Market Place Center, 2900 Rice Street, Suite 280. Ms. Peiffer currently owns and <br />operates a permanent makeup clinic and training facility in Spring Lake Park. She has been in <br />the permanent makeup business for over 20 years, and will be adding her services to The Choice <br />Salon & Spa at 2900 Rice Street, Suite 280. <br />Permanent/semi-permanent make-up is applied in the same manner as a tattoo. The State of <br />Minnesota now licenses tattoo/body art businesses, and permanent makeup businesses are <br />required to get a state tattoo/body art license. Ms. Peiffer has submitted all of the required <br />application materials and fee for a Tattoo/Body Art city license. Her application meets City <br />Code Chapter 822, Tattoo/Body Art. Staff is waiting on the background check results for Ms. <br />Peiffer. <br />Per the Zoning Code, permanent makeup/micropigmentation (considered tattoo/body art) is now <br />a permitted use in commercial zoning districts, and simply requires a city business license. <br />There is no limit on the number of permanent makeup tattoo licenses that can be issued. <br />STAFF RECOMMENDATION: <br />Staff recommends approval of a new Tattoo/Body Art License for Carolyn Peiffer, Permanent <br />Reflection, LLC to operate at 2900 Rice Street, Suite 280 for the license period June 9, 2022 to <br />June 30, 2023, subject to receiving satisfactory background checks.
