STAFF REPORT <br />TO:Mayor Keis and Members of the City Council <br />FROM:Eric Seaburg, P.E., City Engineer <br />Bill Dircks, Public Works Director <br />DATE:June 8, 2022 <br />RE:Little Canada – 2022 Sewer Rehabilitation Project <br />ACTION TO BE CONSIDERED: <br />Motion to award the Little Canada 2022 Sanitary Sewer Rehabilitation Project to Hydro-Klean, LLC <br />in the amount of $233,473.72 <br />BACKGROUND: <br />In 2020 the City adopted a program to start rehabilitating its public sanitary sewer system by utilizing <br />cured-in-place-pipe (CIPP) liners as a means to restore the structural integrity of the existing clay <br />sewer pipe system as well as to reduce inflow and infiltration of groundwater into the public sewer <br />system. The first project of this kind was completed in 2020 by Hydro-Klean, LLC, with the second <br />project in the program planned for 2022. To date, CIPP lining continues to be the most cost-effective <br />pipe rehabilitation method for restoring the integrity of gravity sewers. <br />In order to facilitate these improvements, a $200,000 budget has been allocated in the Capital <br />Improvement Plan (CIP) to complete these repairs in 2022 and funds are budgeted each year as a <br />placeholder. In addition to this budget amount, the City has applied for and been awarded an <br />additional $53,570.00 from the Metropolitan Council Environmental Services (MCES) Municipal <br />Inflow & Infiltration Grant Program. The total funding allocated for this project is currently <br />$253,570.00. <br />Bids were opened for the 2022 Sanitary Sewer Rehabilitation Project on June 1, 2022 following a <br />three week advertisement. The City received five (5) bids to complete this work.
