STAFF REPORT

TO: Mayor Keis and Members of the City Council

FROM: Eric Seaburg, P.E., City Engineer

DATE: July 13, 2022

RE: MnDOT Master Partnership Contract, FY 2023-2027

ACTION TO BE CONSIDERED:
Motion to approve a resolution to enter into a Master Partnership Contract with the Minnesota
Department of Transportation for future technical services.

BACKGROUND:
The Minnesota Department of Transportation (MnDOT) actively maintains Master Agreement
Contracts with metro cities so that each party can purchase services from the other through the
duration of the agreement. The City’s current Master Agreement Contract with MnDOT expired
on June 30, 2022.

In its most common application, Little Canada project staff will likely elect to hire MnDOT to
perform asphalt and concrete plant inspections during state-aid projects. Plant inspections are a
quality assurance requirement of state-aid projects and are typically most economically
performed by MnDOT staff due to MnDOT’s almost permanent presence at the production
facilities. Other opportunities to retain MnDOT’s services may arise but are not anticipated. The
City’s next state-aid project will be the improvement of Twin Lake Boulevard in 2023.

STAFF RECOMMENDATIONS:
Staff recommends approval of the resolution to enter into a Master Partnership Contract with the
Minnesota Department of Transportation for future technical services.
