STAFF REPORT <br />TO:Mayor Keis and Members of the City Council <br />FROM:Bryce Shearen, Parks & Recreation/Community Services Director <br />Eric Seaburg, P.E., City Engineer <br />DATE:July 27, 2022 <br />RE:2022 Gervais Mill Park Improvements <br />ACTIONS TO BE CONSIDERED: <br />Motion to award the 2022 Gervais Mill Park Improvements to Albrecht Company in the amount <br />of $139,705.00. <br />BACKGROUND: <br />On July 15, 2022 bids were opened for the 2022 Gervais Mill Park Improvements Project. The <br />project includes an ADA-accessible sidewalk extension along Noel Drive providing a connection <br />to the existing trail and completing the internal trail to provide a looped trail system within <br />Gervais Mill Park. In summary, the project includes the following elements: <br />ADA-accessible concrete sidewalk <br />A creek overlook with limestone seat blocks and decorative railing <br />Trees and planting beds near the existing trail connections <br />Limestone seat blocks and a larger ‘sidewalk node’ near the eastern trail connection <br />Interpretive signage <br />Bike racks <br />Previously, a version of this project was bid in 2020. At the time, the low bid of $107,985 was <br />outside of the City’s budgeted funding. City staff began seeking grant funds to supplement <br />budgeted funds. The City was awarded Minnesota Department of Natural Resources (MnDNR) <br />grant funds in the amount of $97,000 through the MnDNR 2021 Local Trails Connections <br />Program. The grant submittal identified a total project cost of $132,000 with a minimum City- <br />match amount of $35,000. Per the grant contract agreement, the project must be completed <br />before June 30, 2023, to receive the grant funds. <br />Due to an increasingly expensive bidding environment, ongoing supply chain issues, and the <br />relatively small scope of the project, bids again came in higher than anticipated. However, staff <br />feels that the quote from Albrecht Company for $139,705 is competitive for the scoped <br />improvements and would allow this project to be completed in 2022 before the grant expiration <br />date. Only one other contractor out of a pool of 10 opted to provide a bid.
