The comment letters received from MnDOT advised the City that the site improvements will <br />require a drainage permit and provided a Drainage Permit Application checklist. <br />Public Comments: <br />At the time of writing this report, City staff has received some comments in the form of e-mails <br />or telephone calls from property owners or residents in regard to this planning case. A summary <br />of comments from the public include concerns regarding traffic, pedestrian safety, road <br />improvements, trail improvements, parking on the site, sidewalks, and exterior building <br />materials. Many of these questions have been answered by either City Staff, Council, the <br />developer, and at the Neighborhood Meeting. <br />Public Hearing: <br />A Minor Subdivision requires a Public Hearing and the City Council will open the hearing at <br />their April 27, 2022 meeting to take comment from the public. At that time, they will consider <br />the comments from the public and the Minor Subdivision application from the Planning <br />Commission. Public hearing notice letters were sent to addresses within 700 feet of the parcel <br />well as to the Pioneer Press for publication. <br />Next Steps: <br />After the City Council approves the amendment, the City will submit the amendment to the <br />Metropolitan Council for administrative review and approval. The City has worked closely with <br />Metropolitan Council staff to ensure compliance with their policies and forecasting. However, <br />the Met Council has up to 60 days per State Statute to review proposed amendments. <br />RECOMMENDED ACTION <br />To approve a 2040 Comprehensive Plan Amendment for reguide the land use of parcels located <br />at 0 North Owasso Blvd, PID 313022310001 and PID 313022310002 from Medium Density <br />Residential to High Density Residential on the Future Land Use Map.
