<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Chair Kwapick and Members of the Planning Commission <br /> <br />FROM: Corrin Wendell, AICP, Community Development Director <br /> <br />DATE: Thursday, June 9, 2022 <br /> <br />RE: Variance/Lot Combination – 3250 Spruce Street – Case #1413 <br /> <br /> <br />ACTIONS TO BE CONSIDERED <br />The Planning Commission is asked to make a recommendation on a Variance application to allow <br />a reduction for a rear yard setback from 20’-0” to 6’-0” to accommodate a new building addition, <br />as well as combine two lots into one, located at 3250 Spruce Street, PID 313022340002 and PID <br />313022310013. <br /> <br />BACKGROUND <br />The City has received a Variance and Minor Subdivision (Lot Combination) application from <br />Lapham-Hickey Steel who is planning to expand their production floor and add a front office. <br />Lapham-Hickey seeks to expand 2 of 3 bays of their production floor to increase the volume of <br />their operations. Due to the demand for steel, fabrication has increased considerably in the metro <br />area and Lapham-Hickey’s current space is inadequate in keeping pace with this demand. In the <br />existing warehouse there are three overhead cranes used for moving large steel pieces across the <br />facility to machinery for different processes. The proposed plan would be to expand two overhead <br />crane bays to extend the production floor 210 feet. In order to make this plan feasible, the proposed <br />expansion needs to utilize the existing crane infrastructure and expand it northwards so that the <br />flow of the assembly line remains continuous. This requires that the layout of the addition is <br />calibrated in such a way that the new crane rail and structure aligns exactly with the existing crane <br />path. These rigid parameters result in the proposed addition being located 6’ set back from the east <br />property line as opposed to the required 20-foot rear yard setback. <br /> <br />Proposed Additions: <br />Production Floor Addition: 26,880 square feet (128 ft x 210 ft) Height: 30 feet <br />Front Office Addition: 4,500 square feet <br /> <br />Applicant/Owner: <br />Lapham-Hickey Steel, 3250 Spruce Street, Little Canada, MN 55117. <br /> <br />Address/Location: <br />3250 Spruce Street, Little Canada.
