STAFF REPORT <br />TO: Chair Kwapick and Members of the Planning Commission <br />FROM:Corrin Wendell, AICP, Community Development Director <br />DATE: Thursday, July 14, 2022 <br />RE: Preliminary Plat and Variance – 0 Edgerton Street (PID 052922340061) <br />ACTION TO BE CONSIDERED <br />To consider approval of a Preliminary Plat and Variance application for the property located at 0 <br />Edgerton Street (PID 052922340061) to subdivide the parcel to build eight single-family lots. A <br />Variance is requested for a reduction in the rear yard setback and lot depth of each lot, a lot size <br />reduction for six of the eight lots. <br />BACKGROUND <br />The City has received a Major Subdivision and Variance application for approval of a <br />Preliminary Plat from Cara Builders, LLC, to construct a single-family community with (8) <br />single-family homes. Cara Builders plans to develop the Villas of Gervais Lake that includes <br />eight rambler-style homes that will offer a combination of walkouts and slightly smaller rambler <br />homes with full basements to accommodate both growing families and those looking to “scale <br />down” their living arrangements. The proposal seeks to comply with an overall R-1 low density <br />residential zoning in accordance with future land use designations in the Comprehensive Plan. <br />The site is 3.13 gross acres (136,195 sf) which includes 0.62 acres (26,717 sf) of proposed right- <br />of-way (net density approximately 3.18 units/acre). <br />Applicant: <br />Sean Keatts <br />Cara Builders, LLC <br />1475 18th Ave, N.W. <br />New Brighton, MN 55112 <br />Owner: <br />Pinot Properties, LLC, 4038 Valentine Court, Arden Hills, MN 55112. <br />Address/Location: <br />0 Edgerton Street, Little Canada.
