MINUTES <br />CITY COUNCIL <br />DECEMBER 1, 2008 <br />with the recycling and trash services are covered by the charges for these <br />services. <br />The Director next reviewed the allocation of City taxes on a $227,900 <br />home, which is the 2009 median value for Little Canada, a decrease of <br />4.6% from the 2008 median value home. Total City taxes would amount <br />to $449.43, with that dollar amount allocation between public safety, <br />general government, community services, public works infrastructure <br />improvements, and capital improvements. <br />The Director noted that Little Canada's 1999 median value was $116,600 <br />while the 2009 median value is $227,900, a 95% increase over 10 years. <br />The Director then reviewed the City tax impact to residential properties <br />with a 4% valuation decrease from 2008. She noted that these homes will <br />experience a decrease in the City's share of taxes from 1 % to 2%. The <br />Director noted that the $227,900 median value for residential properties <br />includes single-family homes, townhomes, and condos combined. The <br />median value of these properties separately is as follows: <br />Single-Family Homes - $255,000 <br />Townhomes - $237,000 <br />Condos - $107,700. <br />For homes with a 0% increase in value, the City's share of taxes will <br />increase by 2.5% to 4.5%. With a 5% increase in value, the City's share <br />of taxes will rise by approximately 8% to 12%. <br />The Director reviewed City tax impact to commercial/industrial properties <br />with a 3% increase in value. These properties will see a 5% to 6% <br />increase in City taxes, reversing the trend of lower commercial taxes the <br />past few years. <br />The Director reviewed the taxing jurisdictions in Little Canada, pointing <br />out that the City of Little Canada is responsible for approximately 19% of <br />the tax bill; School District taxes account for about 34%, Ramsey County <br />is responsible for 40%, and the miscellaneous taxing jurisdictions total <br />7%. Those special taxing jurisdictions are the Metropolitan Council, <br />Metropolitan Mosquito Control, Regional Transit Board, and <br />Ramsey/Washington Watershed District. <br />In reviewing total tax impact to residential properties with a 4% valuation <br />decrease, property taxes will increase by less than 2%. For residential <br />properties with a 0% valuation increase, total property taxes will increase <br />by 6% to 8%. Properties with a 5% valuation increase will see property <br />taxes increase 11 % to 15%. The Director indicated that according to <br />
