Industrial to PUD. The property to the east is designated as PUD and Public, while the <br />property to the west is designated as Industrial in the 2030 Future Land Use Plan. <br />The applicants are in the general concept stage of the PUD process and are required to <br />submit additional materials (i.e., landscaping plan, grading and drainage plan, etc.) in <br />order to proceed to the development stage of the PUD process. However, this <br />application does not involve complicated or controversial issues in staff's judgment: it <br />does not involve multiple uses on one property, it is generally buffered from surrounding <br />uses, and it is a generally small project (4 acres in size). <br />If the Planning Commission is satisfied with the application, staff is recommending that <br />the Planning and Zoning Commission decide to either: a) Send the application on to <br />City Council, with staff's recommended conditions noted below; or b) Grant a concept <br />stage PUD now, and have the applicants come back before the Planning and Zoning <br />Commission with the full application materials (listed below) at the development stage of <br />the PUD process. <br />CONCLUSION <br />The following is a list of materials to be submitted and/or conditions to be met in order to <br />proceed to the development stage of the PUD application process: <br />1) Landscaping Plan, with a detailed planting list with sizes and species; <br />Grading and Drainage Plan indicating changes to existing topography and <br />natural site vegetation; Utilities Plan; and Architectural plans indicating use, <br />floor plan, elevations, and exterior wall finishes of proposed buildings. <br />2) Detailed written statement regarding the deficit in parking. The applicant <br />should provide a basis supporting the proposed number of parking stalls such <br />as requirements from other projects they or others have completed, other <br />cities or specific studies for consideration.
