MINUTES <br />PLANNING COMMISSION <br />DECEMBER 11, 2008 <br />Given that the City is in the midst of a Comp Plan amendment, the Planner <br />indicated that he is working with the Met Council on whether to process the <br />requested Comp Plan amendment as an amendment to the current plan or as <br />part of the Comp Plan update. The Planner indicated that he has gotten a <br />couple of different signals from the Met Council on how they want to <br />handle the amendment. The Planner indicated that he will pursue both <br />tracks, but indicated that should the Met Council want to handle the <br />amendment as part of the Comp Plan update, the process will take longer. <br />Knudsen recommended approval of the Comprehensive Plan Amendment <br />changing the land use plan for the County Road B property from Industrial <br />to Residential PUD in order to accommodate the Comforts of Home <br />proposal for this site. <br />Motion seconded by Duray. <br />Motion carried 6 - 0. <br />Knudsen recommended approval of the Rezoning of the County Road B <br />property from Business-Warehouse (B-W) to Planned Unit Development <br />(PUD) as requested by Comforts of Home. <br />Motion seconded by Barraclough <br />Knudsen recommended approval of a Concept Planned Unit Development <br />Permit for the County Road B property to provide for• the development of an <br />assisted living and memory care community consisting of a total of 44 <br />private apartment units as requested by Comforts of Home subject to <br />compliance with the recommendations of the City Planner and the City <br />Engineer as well as requiring that Comforts of Home submit documentation <br />from other cities within which they are located supporting their position <br />relative to low parking demands at their sites. <br />Motion seconded by Socha. <br />Motion carried 6 - 0. <br />REZONING, Mr. Don Gerberding, Master Civil & Construction Engineering, appeared <br />CONCEPT before the Commission and described their request for a Rezoning to PUD <br />PUD PERMIT - and a Concept PUD Permit to facilitate the development of an assisted <br />RICE STREET/ living and memory care community consisting of a total of 52 private <br />COUNTRY apartment units as well as a retail building and an office/commercial <br />DRIVE - building at the southeast corner of Rice Street and Country Drive by <br />COMFORTS Comforts of Home. Gerberding reported that the project will be called <br />OF HOME Black Tern Woods. The property is currently zoned General Business <br />-5- <br />
