MINUTES OF THE SPECIAL MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />DECEMBER 10, 2008 <br />Pursuant to due call and notice thereof a special meeting of the City <br />Council of Little Canada, Minnesota was convened on the 10th day of <br />December, 2008 in the Council Chambers of the City Center located at <br />515 Little Canada Road in said City. <br />Mayor Bill Blesener called the meeting to order at 6:00 a.m. and the <br />following members of the City Council were present at roll call: <br />CITY COUNCIL: <br />Mayor <br />Council Member <br />Council Member <br />Mr. Bill Blesener <br />Ms. Shelly Boss <br />Mr. John Keis <br />ABSENT: <br />ALSO PRESENT: <br />Council Member <br />Council Member <br />City Administrator <br />City Clerk <br />Ms. Barbara Allan <br />Mr. Rick Montour <br />Mr. Joel R. Hanson <br />Ms. Kathy Glanzer <br />CANABURY Mayor Blesener opened the Public Hearing to consider the adoption <br />CONDOMINIUM of an ordinance establishing the Canabury Condominium property as <br />HOUSING Housing Improvement Area No. 2. <br />IMPROVEMENT <br />AREA The City Administrator thanked those present for their attendance this <br />evening. He began with presentation defining and outlining the details <br />related to Housing Improvement Areas (HIA). The Administrator <br />reported that an HIA is a "special assessment" mechanism for funding <br />privately owned exterior improvements when housing cannot secure <br />private financing on its own. The special assessments are collected <br />through a special taxing district ("fees") established for the HIA. The <br />fees, collected through the property tax bill, provides repayment for the <br />funding. The Adminisriator noted that there is Statutory Authority for the <br />HIA process, however, this authority sunsets on June 30, 2009. The <br />Administrator reported that the League of MN Cities will be proposing <br />legislation to extend or make HIA statutes permanent. The Administrator <br />pointed out that the HIA financing mechanism is a financing of last resort. <br />The Adminishator next reviewed the City's objectives relative to the <br />creation of HIAs. He noted that this financing will help preserve housing <br />stock and enhance the City's tax base through the facilitation of financing <br />
